2 © International Road Transport Union (IRU) 2003 IRU helped to start Combined Transport „Der IRU-Generalsekretär Pieter Groenendijk meinte, daß der künftige KV Schiene-Straße in Europa von drei Prinzipien gelenkt werden solle:  Der Straßentransportunternehmer ist der Hauptfrachtführer, der Maître, auf der ganzen Strecke einschließlich des Transports auf der Schiene.  In den Huckepackgesellschaften sollen Vertreter des Straßentransports eine überwiegende Stimme haben.  Jeder, der Straßentransport betreibt, muß freien Zugang zur Beförderung auf der Schiene haben.
