2 What is the Demand for Person- Centered Counseling  Approximately 24 million people in the U.S. may need person centered counseling at some point each year ► Estimate includes percentages of Medicare beneficiaries, Medicaid waiver participants, Veterans, youth with ID/DD transitioning into adult system ► To meet this demand, we likely need ~51,000 FTE or between 66,000-78,000 individual staff providing person-centered counseling across the country, some full-time and some part-time. 2

3 Focusing on Competencies  The Training and Credentialing Program focuses on building competencies needed to do Person-Centered Counseling in the No Wrong Door system for LTSS populations  The functional approach aligns directly with: ► A NWD system of all payers and populations; and ► Aligns directly with the Core Job Duties, KSA’s and original Options Counseling standards  Provides states flexibility and discretion to determine which workforce within their NWD System should be trained  Allows states to keep their current structures and staff roles and responsibilities 3

4 Competencies required for Person-Centered Counseling are relevant to many jobs in the NWD System  There is significant variation across states in how the NWD systems are organized and functions are carried out;  Some functions, including the duties identified in the Core Job of "Options Counselors", are spread out across a number of different job categories  Titles of workers and job descriptions vary  A broad range of people with many different job titles in the NWD system need the same basic skill set in person- centered thinking, planning and implementation 4

5 Federal Policy Supports the focus on Person- Centered Counseling for LTSS Populations  Federal policy across HHS has recognized person centered planning as a key underlying practice for helping people realize their quality of life goals  The Department has spent several years developing standards for person centered planning [ACA section 2402(a)]  These standards will concurrently be adopted by other HHS agencies funding HCBS (e.g. CMS, ACL, SAMHSA, IHS, etc.)  Final rule for CMS Community First Choice 42 CFR § 441.540 (ACA 2401)  The Veterans Administration pays for Person-centered planning in the VDHCBS program.  The acute care health system is moving toward person-centered planning as part of the integration efforts. 5

7 Certification/Credentialing  Developing a Technical Expert Panel to advise us on PCC certification/credentialing requirements  The panel will include National experts on person- centered planning/thinking/practice and experts in the development of certification standards.  There will be ample opportunity for Part A states to provide input. 7
