Unclassified TADIL TALES PSG Meeting Minutes Review Joe Sorroche convened the TADIL TALES PSG meeting at 1030. Joe summarized the agenda to review the status of the Link 16 standard for changes. Joe pointed out that the standards can be found at the SISO website: www.sisostds.org. Joe reviewed the products associated with the TADIL TALES PSG  SISO-STD-002 Link 16  SISO-STD-005 Link 11/11B  SADL TALES: SADL/EPLRS datalink USAF CAF DMO requirement Submitted product nomination; accepted by SISO SAC. Held first EPLRS/SADL PDG on 15 April 2010.  IBS TALES  NILE TALES (Link 22) So far no U.S. identified user  SIMPLE TALES: Translation guidance from SIMPLE to SISO However, Pitch is developing an HLA product that translates from SIMPLE to SISO J. Bjorn Moller, Pitch has the paper and will inform if there are any problems or mistakes in the translation algorithm. TADIL TALES Guidance Document a guide for quick modeling of any datalink  Joe reviewed the specific tasks assigned to the PSG.  Support the existing Link 16 standard.  Serve as a central point for interpretations of product language  Provide help desk support  Support other developing TDL standards  The PSG is supposed to coordinate with other standards groups such as the CAF DMO SDWG, the Navy Continuous Training Environment (NCTE), and the NATO Tactical Data Link Interoperability Testing Syndicate (TDL ITS). The PSG is a standing organization without expiration date.

Unclassified TADIL TALES PSG Meeting Minutes Review (continued) Joe reviewed the SISO-STD-002 (Link 16) standard PCR form and PCR instructions. He derived the PCR form from the DIS PDG PCR form. He reviewed PCRs submitted to date. The PCRs will be posted on the TADIL TALES Reflector for additional review. They are:  i) PCR 1: Corrects Appendix B errors. The PCR was submitted by Joe Sorroche that uses a table submitted by Joe Zehnle (Boeing). The PCR will be incorporated into the standard.  ii) PCR 2: Further defines HLA time synchronization. The PCR was submitted by Joe Sorroche. This was discovered during the Link 11/11B standard review when reviewing the Link 11/11B BOM. The PCR will be incorporated into the standard.  iii) PCR 3: Replace DIS version 6 Transmitter PDU with version 7. Joe Sorroche presented this discussion to the PSG. The PSG felt that replacement was the best option, rather than adding it. The PCR will be created, posted, and incorporated into the standard.  iv) PCR 4: Correction of typos in the standard. This PCR was submitted by Joe Sorroche, but originally submitted to Joe by Andrea Jahn of Real Time Engineering & Simulation. The PCR will be created, posted, and incorporated into the standard.  v) PCR 5: Change of issuance rules for Transmission PDUs. This PCR was submitted by Pat Merlet; CAF DMO. Pat Merlet proposes changing the Transmitter PDU issuance rules to reduce the number of Transmitter PDUs on the network that may be unnecessary.  vi) PCR 6: Multiple J messages in a Signal PDU. This PCR was submitted by Pat Merlet; CAF DMO. Pat said that the current standard provides an example for 3 J words in a Signal PDU. Pat proposes that we include an example that shows a different number of J messages in a Signal PDU. Pat’s proposal is basically to include a fidelity level 0 Signal PDU example. There was a considerable discussion on the fidelity level specifics, and what is done in a real world Link 16 network. There were some unanswered questions because no Link 16 SME was at the meeting to get a real world perspective. Joe proposed to table this PCR for the PSG, post the PCR to the TADIL TALES reflector, and get more user input to determine the best way to proceed. All agreed. Joe met with Pat Merlet on Thursday and said that Pat’s proposal is compliant with SISO J Fidelity Level 0, which allows for multiple messages in a Signal PDU. CAF DMO has a requirement to comply with Fidelity Level 1. Pat said he would discuss this further with CAF DMO personnel to determine the next step. Adjournment: Joe Adjourned the PSG at 1230.

Unclassified TADIL TALES PSG Goals  Review PCRs for TADIL TALES  Finalize modifications to the PCRs  Review existing Link-16 standards document Schedule  Incorporate any comments from today’s meeting into final document by 1 May  Notice of posting of final draft on 1 May  Review period (2 months)  Present final draft for review at the next SISO SIW (Sept)  Submit package to SAC

Unclassified TADIL TALES PSG PCR-001 Correct Appendix B Errors PCR-002 HLA Timing PCR-003 Transmitter PDU – No Bracketing PCR-004 Minor Edits to Document PCR-005 Modify Transmitter PDU Issuance Rules (DMOC does not have a copy of this PCR)  Change of issuance rules for Transmission PDUs. This PCR was submitted by Pat Merlet of CAF DMO. Pat Merlet proposes changing the Transmitter PDU issuance rules to reduce the number of Transmitter PDUs on the network that may be unnecessary.

Unclassified TADIL TALES PSG PCR-006 Multiple J Messages in a Single PDU  This PCR was submitted by Pat Merlet; CAF DMO. Pat said that the current standard provides an example for 3 J words in a Signal PDU. Pat proposes that we include an example that shows a different number of J messages in a Signal PDU. Pat’s proposal is basically to include a fidelity level 0 Signal PDU example. Standard Review  SISO-STD-002-2006 (Open SISO-STD-002-2006 document)  Generate Action Items/Due Dates for TADIL TALES PDG

Unclassified TADIL TALES PSG Wrap-Up  Review Action Items Generated  Adjourn TADIL TALES PDG Meeting

Unclassified Summary Direct, face-to-face participation in SISO SIWs is unknown due to funding uncertainties and restrictions on travel, resource issues, etc. Regardless, DMOC can participate as needed in telecons for Tiger Teams, etc. in order to move the standards forward DMOC probably will be able to participate in September SISO SIW New data link standards (IBS, IFDL, etc.) on the horizon?
