2. Developing Community Based Services – 25 th March 2010 Why do we need to develop services? Changing Population - It is estimated that by 2025 the number of people over 85 will have increased by two thirds nationally. - There are approximately 700,00 people with dementia, In 30 years this figure is expected to double to 1.4 million. Take up of Personal Budgets as direct payments. In pilot 44.8% of service users who had a personal budget opted to have a direct payment to arrange their own care/support Consultation underway on new charging policy for day services

3. Developing Community Based Services 25th March 2010 Christchurch Day Service for older people Expenditure in 2008/2009 was £500,329.87. Cost per day, per person, in 2008/2009 was £47.40 Estimated that 18% of those at the centre are currently suffering from dementia Present estimate is that 39% of people attending Christchurch day centre would be liable to pay day centre charges, if introduced. 100 sessional places with 157 people attending 81% Occupancy Christchurch Day Centre

4. Developing Community Based Services 25th March 2010 Juniper Day Service Juniper Day Service for people with a learning disability Expenditure in 2008/2009 was £556,803.77 Cost per person, per day in 2008/2009 was £95.18 50 places 90% Occupancy

Developing Community Based Services 25th March 2010 Service Users - “What’s working?” -Support from family/friends/neighbours -Direct Payments -Ability to get out of the house and be sociable -Watching television -Support from G.P At the Day Centre: -Social Contact -Exercise -Staff -Catering Provisions -Choice of activities -Respite care for carers -Day centre transport and drivers -Positive effects on mental well being

Developing Community Based Services 25th March 2010 Service Users - “What’s not working?” -Desire for more independence -Feelings of isolation -Changes in care need to be better communicated -Transport difficulties. e.g. expensive and/or inconvenient -Need better access to current activities -Require more opportunities for exercise -More information on progression of illness -Lack of evening activities At the Day Centre: -Would like more time at the day centre -Need more (and more variety of) activities/services -Need more outings -Cost of attending/food/drink is too expensive -Time wasted “waiting around”

Developing Community Based Services 25th March 2010 Carers - “What’s working?” -Brendon Care -Greystones -Stepping Stones -Carers Groups -Medical support -Alzheimer's Society -Brain Injury Rehabilitation -Access to universal services, for example, church, pub, library At the Day Centre: -Described as a ‘lifeline’ -Respite Care -Staff highly valued -Provides a personalised service -Ensures cared for person is safe and secure

Developing Community Based Services 25th March 2010 Carers - “What’s not working?” -Need more respite care -Lack of communication between services -Delay in receiving care -Need more information on care services available -Lack of funding for activities -Transport issues -Withdrawal of services, for example, sitting service - Need more activities in the evening, for example, a club At the Day Centre: -Concerns about the effect of SDS on attendance -Staffing capacity means difficult to meet complex needs

Developing Community Based Services 25th March 2010 Staff - “What’s working?” -Mobile library -Social Groups in Christchurch -Salvation Army -POPP -Agency Support -Supported Living -Range of activities available in the community At the Day Centre: -Staff provide additional assistance at mealtimes -Provides carer with respite -Trips out encourage community integration -Staff are committed to improving lives of service users -Training and development -Multi-sensory room -Themed Days

Developing Community Based Services 25th March 2010 Staff - “What’s not working?” -Need more choice of activities, especially in the evening -Activities and courses are expensive and inaccessible -Difficult to access community facilities At the Day Centre: -More publicity for day centres needed -Lack of clarification over future of day services -Need an outreach programme -Inflexible and restrictive opening hours -Staff capacity is too low -Lack of outings

Developing Community Based Services 22 th March 2010 “If you had a direct payment what would you spend it on?” Activities: Watch football Swimming Horse Riding Arts and Crafts Cookery Going to the Cinema Trips Bowling Services: Day Centre Social clubs One to one support The provision of services in the evenings Sustainable activities/services Some SU and Carers required more information about Direct Payments/Personal Budgets
