1 State Government Entities Certified Agreement 2015 Information Session

2 State Government Entities Certified Agreement 2015 Key features 3 year agreement with a nominal expiry date of 31 August 2018 Wage increases of 2.5% per annum A ‘Section 831 payment’ of $1300 (max) Modern Awards apply Key Queensland Employment Standards Now includes Crime and Corruption Commission, Queensland Parliamentary Service, Building Queensland, Gasfields Commission, Trade and Investment Queensland, but TAFE employees are excluded Employment Security and Contracting-out of Services; and Agency-specific arrangements within Appendices.

3 Wages Increases Employees covered by the 2016 Core Agreement will receive the following wage increases: 1 September 20152.5% pa 1 September 20162.5% pa 1 September 20172.5% pa NOTE - The first 2.5% pa increase has already been paid to employees by Ministerial Directive 5/15 in December 2015.

4 Section 831 Payment Employees who are covered by this Agreement who were employed as at 1 April 2016 will be entitled to a ‘Section 831’ payment of $1300 for full-time employees, with a pro-rata payment for part-time and casual employees. The payment will be: o Subject to tax o Payable on certification. This is a one-off payment which will not form part of base salary. Refer to Frequently Asked Questions for more information.

5 Queensland Employment Standards (QES) The agreement includes the following key Queensland Employment Standards (QES): cashing out of annual leave payment for annual leave rate of payment for annual leave entitlement to sick leave entitlement to be absent on a public holiday. Refer to Frequently Asked Questions for more information

6 Modern Awards The agreement will be underpinned by relevant modern awards. As such, the agreement is to be read in conjunction with the applicable modern award(s). In the event of inconsistency, the terms of the agreement prevail. For clarity, the salary schedules make reference to both the pre- modernised award and the corresponding modern award.

7 National Disability Insurance Scheme (NDIS) In light of the introduction of National Disability Insurance Scheme (NDIS), the agreement contains a clause confirming that the Government is committed to its policy that no permanent public sector employee will be forced into unemployment as a consequence of organisational change. A cross-agency and union consultative forum will be convened to manage issues encountered through the transition to the NDIS. Allied health services will be a targeted focus for this forum.

8 Dispute Resolution – Part 15 There is a procedure for resolving disputes over matters covered by the agreement. Normal work continues whilst the procedure is being followed except where there is an imminent risk to health and safety. Where there is disagreement between parties: –matter discussed between employee/s concerned, union representative and immediate supervisor (within 24 hours but not to extend beyond 7 days) –if not resolved, then may be referred by employee/s or union representative to next level manager for meeting (process not to extend beyond 7 days) –if remains unresolved then may refer to Central Consultative Forum (process not to exceed 14 days) –if necessary, refer matter to Queensland Industrial Relations Commission for conference or if necessary arbitration.

10 Ballot Process Ballot period – 8:00 am Tuesday 19 April to 12:00 pm Friday 29 April 2016. Australian Election Company will be conducting the ballot and will provide email and telephone support during the ballot period. Voting instructions will be emailed to all eligible employees with work email addresses and posted to eligible employees who are on leave or who do not have a work email address. Voting can be undertaken by either telephone or internet.

11 Certification Process Following the close of the ballot, if a valid majority of employees vote in favour of the agreement, the State Government Entities Certified Agreement 2015 will go to the Queensland Industrial Relations Commission to be certified. It is anticipated that the agreement will be certified in May/June 2016.
