Behavioral Health Transition to Managed Care Update APRIL 2015 Certified Community Behavioral Health Clinics (CCBHC) Planning Grant and Demonstration

May 2015 What is a Certified Community Behavioral Health Clinic (CCBHC)? A CCBHC is a comprehensive community behavioral health provider The purpose of a CCBHC is to: Improve health outcomes through increased access to quality care Reduce avoidable hospital use and complications Foster diverse health system partnerships 2

May 2015 Working Timeline SAMHSA awards 23 states planning grants 10/15 NYS CCBHC Application available to providers 11/15 CCBHC Application due to NYS 1/16 CCBHC participation begins 1/16 SAMSHA guidance on the CCBHC Demo application 1/16 New York submits proposal for the 2 year Demo Program 10/16 8 States are selected to participate in the Demo Program 12/16 Demo Program Operational 1/17 to 12/18 4

May 2015 Planning Grant States awarded the 1 year planning grant are charged with: 5 Submitting a proposal for the 2 year Program Demonstration Collecting and reporting data in preparation to participate in the National evaluation Developing a Prospective Payment System (PPS) Methodology Certifying at least 2 clinics as a CCBHC based on the SAMHSA criteria Collaborating with key stakeholders

May 2015 CCBHC Certification During the 1 year planning grant, New York will: Establish an application and review process for clinics to be certified Certify at least two community behavioral health clinics based on the criteria developed by SAMHSA Provide training and technical assistance to help clinics meet the extensive certification standards 6

May 2015 Certification Criteria-Scope of Services Under the established criteria, the following services must be provided by a CCBHC or partnering agency: 7 Must be provided directly by the CCBHCMay be provided by CCBHC or Designated Collaborating Organization Crisis mental health services (24-hour mobile crisis teams, emergency crisis intervention services, crisis stabilization) 3 hour community response Screening, assessment, and diagnosis Patient-centered treatment planning that includes risk assessment and crisis planning Outpatient mental health and substance use services Outpatient primary care clinic screening and key health indicators/health risk monitoring Care management Psychiatric rehabilitation services Peer support, counselor services, family supports Intensive, community-based mental health care for members of the armed forces and veterans

May 2015 PPS Methodology Development New York is required to develop a Prospective Payment System (PPS) for the enhanced Medicaid reimbursement for CCBHC services PPS rate methodology must follow the guidelines established by the Centers for Medicare and Medicaid Services (CMS) The PPS will be designed to be consistent with the State’s overall Medicaid Redesign initiative and the Value Based Payment roadmap which is being developed in collaboration with CMS New York State is planning on establishing a daily PPS rate 8

May 2015 Data Reporting and Collection If selected for the 2 year demonstration, New York will be participating in a National evaluation led by the U.S. Department of Health and Human Services To meet this requirement, the State and selected CCBHCs must work to: Develop or enhance data collection and reporting capacity to meet PPS and quality measurement provisions Design or modify data collection systems for program implementation 9

May 2015 Proposal for Demonstration New York’s proposal will need to demonstrate proficiency in meeting all the program requirements There will be a competitive process to determine which states will participate in the two year pilot program Only 8 of the 23 States with a planning grant will be selected to participate It is essential for New York to develop a strong proposal and have programs capable of meeting all requirements in order to move forward 10
