4 Availability of Information Designee(s) must be available on a full-time basis to assist enrolled or prospective students in obtaining information on the: School Financial Assistance Graduation & Completion Rates Security Policies Crime Statistics These can be listed on the student consumer information webpage with contact information. 5 General Student Disclosures Financial assistance available to students, including: A description of all federal, state, private, and institutional aid Both need-based and non-need-based aid Procedures and forms by which students apply for aid Student eligibility requirements Criteria for selecting recipients Criteria for determining the amount of a student’s award NCASFAA Spring Conference – April 10-13, 20165

6 General Student Disclosures Must also describe the rights and responsibilities of students receiving financial aid, including: Criteria for continued eligibility for each program Satisfactory Academic Progress (SAP) standards Method and frequency of aid disbursement Process for Pell-eligible students to purchase required books by the 7 th day of a payment period Terms of student loans, including sample loan repayment schedule, and the necessity for repaying loans Conditions and terms of student employment Exit counseling information NCASFAA Spring Conference – April 10-13, 20166

7 General Student Disclosures At a minimum, the school must provide the following information about its academic programs: List of current degree and certificate programs offered List of academically-related facilities used for instructional purposes List of faculty and other instructional personnel Any plans to improve academic programs Description of written arrangements with other entities to provide instruction NCASFAA Spring Conference – April 10-13, 20167

8 General Student Disclosures At a minimum, the school must provide the following information about student costs: Tuition and fees charged to FT and PT students Estimate of books and supplies cost Estimate of typical room and board charges Estimate of transportation costs Any additional cost of a program in which a student may enroll NCASFAA Spring Conference – April 10-13, 20168

9 Net Price Calculator Net price is the average yearly price actually charged to first-time, full- time (FTFT) undergraduate students receiving financial aid at your school. Net Price = Cost of Attendance – (Total Grant Aid to FTFT Students/ Number of FTFT Students) Schools must make available on its website a Net Price Calculator to help current and prospective students estimate this number. 10 Net Price Calculator It must include the following: A disclaimer that the estimate is not final or binding on ED, the school, or the state A disclaimer that the student must complete the FAFSA to be eligible for Title IV aid A link to the FAFSA The net price calculator must be updated on an annual basis when new data becomes available to do so. 11 General Student Disclosures At a minimum, the school must provide the following information about its withdrawal procedures, refunds, and return of aid: Requirements and procedures for officially withdrawing Any refund policy which the school is required to comply for the return of unearned tuition and fees Summary of the requirements for the return of FSA grant or loan fund, i.e. Return of Title IV (R2T4) policy NCASFAA Spring Conference – April 10-13, 201611

12 General Student Disclosures At a minimum, the school must provide the following information about its accreditation and licensure: Names of associations, agencies or governmental bodies that accredit, approve, or license the school and its programs Procedures by which such accreditation and licensure documents can be reviewed Contact information for filing complaints with its accreditor, state approval agency, or licensing entity NCASFAA Spring Conference – April 10-13, 201612

13 General Student Disclosures A schools must inform students, on an annual basis, of their rights under FERPA to: Inspect and review education records Seek to amend education records Consent to disclosure of PII from his/her education records, except as specified by law File a complaint with ED if school doesn’t comply NCASFAA Spring Conference – April 10-13, 201613

14 General Student Disclosures At a minimum, the school must provide the following miscellaneous information: Services and facilities available to students with disabilities Federal student aid eligibility for study abroad programs Transfer of credit policies, including a list of schools with which an articulation agreement exists List of contact information Penalties and institutional policies on copyright infringement NCASFAA Spring Conference – April 10-13, 201614

15 Completion, Graduation, and Transfer Rates Each year, a school must determine the completion or graduation rate of its certificate or degree-seeking, first-time, full-time undergraduate students and report it via the IPEDS website. If a school provides substantial preparation for students to enroll in another eligible school, it must also determine its transfer rate for the same group. These rates must be made available to the public each year no later than July 1. NCASFAA Spring Conference – April 10-13, 201615

16 Retention, Placement, and Post- Graduate Study The school must also provide information: Its retention rate reported to IPEDS The placement of, and types of employment obtained by, graduates of the school’s degree or certificate programs* IF the school calculates a placement rate, it must disclose that rate For any 4-year program at the school, the types of graduate and professional education in which its graduates enroll* *The school must identify the source of the information as well as any time frames and methodology associated with it NCASFAA Spring Conference – April 10-13, 201616

17 Disclosures and Gainful Employment Programs If a school has GE programs, the following information must be disclosed for each one: Occupations that the program prepares students to enter The program length (normal time to complete the program) The on-time graduation rate for students completing the program The tuition and fees for the program plus the typical costs for books and supplies The job placement rate for students completing the program The median loan debt incurred by students who completed the program NCASFAA Spring Conference – April 10-13, 201617

18 Campus Crime and Safety Information Due to the Clery Act, schools must distribute annual campus security reports to both its students and employees, as well as an annual fire safety report For schools with a campus police department, a written daily crime log must be maintained to include the nature, date, time and general location of each crime For schools that have on-campus housing facilities, a written fire log must be maintained to include the nature, date, time and general location of each fire An annual Campus Safety and Security Survey must be completed where crime statistics are submitted to ED Annual fire safety statistics must also be submitted to ED NCASFAA Spring Conference – April 10-13, 201618

19 Campus Crime and Safety Information By October 1 each year, a school must distribute to all enrolled students and current employees its annual security and fire safety reports, either together or separately. This can be done via: Direct Mailing through USPS, campus mail, or electronic mail A printed publication disseminated to each individual A posting on an Internet website NCASFAA Spring Conference – April 10-13, 201619

20 Campus Crime and Safety Information A school that provides on-campus student housing must establish a missing student notification policy. The policy must include: A list of names, titles, and contact information to which individuals can report a student who has been missing for 24 hours A requirement that any missing student report be referred immediately to the school’s police department (or local law enforcement agency) An option for each student to identify a contact person whom the school shall notify within 24 hours of a determination that the student is missing. 21 Drug and Alcohol Abuse Prevention A school must provide to its students, faculty, and staff information to prevent drug and alcohol abuse. This information must include: Standards of conduct that clearly prohibit the unlawful possession, use, or distribution of drugs and alcohol on the school’s property or as part of the school’s activities A description of the sanctions under local, state, and federal law for unlawful possession, use, or distribution of illicit drugs and alcohol A description of any drug and alcohol counseling, treatment, or rehabilitation programs available A description of the health risks associated with the use of illicit drugs and alcohol A clear statement that the school will impose sanctions for violations of the policy and a description of those sanctions NCASFAA Spring Conference – April 10-13, 201621

22 Information about Athletics The Equity in Athletics Disclosures Act (EADA) requires a school that has an athletic program to make prospective students aware of its commitment to provide equitable athletic opportunities for its male and female students. Each fall, by October 15, schools must make certain information available and report the information to ED. NCASFAA Spring Conference – April 10-13, 201622

23 Information about Athletics An annual report on athletic program participation rates and financial support data must include: The number of male and female FT UG students that attended the school The total amount and ratio of athletically related student aid awarded to male athletes compared to female athletes The expenses incurred by the school for men’s and women’s sports Total annual revenue for men’s and women’s sports The annual school salary of head coaches and assistant coaches for men’s and women’s teams For each varsity team, the number and gender of participants and coaches The completion and graduation rates for student athletes categorized by race and gender NCASFAA Spring Conference – April 10-13, 201623

24 Textbook Information A school must post verified textbook pricing information for both required and recommended materials for all classes on the schedule that the school has posted online. The pricing information must include the International Standard Book Number (ISBN) and retail price. If the ISBN is not available, the publisher and copyright date, as well as the title and author, must be provided. Schools are encouraged to provide information on renting textbooks and textbook buy-back programs. NCASFAA Spring Conference – April 10-13, 201624

25 Loan Counseling Information must be provided on the following: Entrance counseling requirement Exit counseling requirement Counseling methods offered by the school TEACH exit counseling Counseling for correspondence and study-abroad students NCASFAA Spring Conference – April 10-13, 201625

26 Private Education Loans Disclosures required for alternative loans include: Information that a prospective borrower may qualify for FSA loans or other assistance from FSA programs Information that the terms and conditions of an FSA loan may be more favorable than those of a private loan A preferred lender list if specific lenders are recommended, promoted, or endorsed by the school, as well as the criteria used by the school in selecting lenders for the list A statement that the student does not have to borrow from a lender on the preferred lender list, if one exists NCASFAA Spring Conference – April 10-13, 201626

27 Misrepresentation A school must provide a statement that neither it, nor any of its representatives (or related parties), engage in any form of misrepresentation. Misrepresentation is defined as a false, incorrect, or misleading statement (either written or oral) made directly or indirectly to a student, prospective student, any member of the public, an accrediting agency, a state agency, or ED. 28 Voter Registration A school must make a good faith effort to distribute voter registration forms to its students. Schools in ID, MN, NH, ND, WI, and WY are exempt. From the handbook… “It must individually distribute the forms to its degree or certificate- seeking (FSA-eligible) students.” Acceptable solution – send an e-mail with an Internet address where that form can be downloaded. The electronic message must be devoted exclusively to voter registration. NCASFAA Spring Conference – April 10-13, 201628

29 How is your school doing? FSA has an assessment tool that describes the requirements for the consumer information that a school must provide and allows the school to sell-assess whether or not it is in compliance. 30 You’re kidding, right?! Most of those disclosure requirements have nothing to do with the Financial Aid Office! Yes, but as the Title IV Compliance Officer on your campus, you are responsible for ensuring that this information is posted. Coordination with other campus offices and departments is crucial!
