BIC Swap Assignment Procedures
Double Stack the Marine in the desired BIC. Assign the incumbent Marine to a new BIC or Excess BIC Indicator (EBI). If the assignment causes another “double stack”, then continue with assignments until no double stacks remain. Avoid blackouts – manage BICs on Tue, Thur, Sat/Sun Be proactive – run future losses as EBI EX009 and assign excess to the BIC in advance of transfer Place Sergeants in E5 BICs when possible, E6 BICs when necessary, and E4 BICs as a last resort Submit exceptions for retraining upon TFRS submission Know the intentions of your Marines What Marines do you have, what do you need, who should you keep?

Transfer to IRR The IRR consists of all Marines in the Ready Reserve not affiliated with the SelRes who: Have not completed their Mandatory Service Obligation (MSO); or Have completed their MSO and are in the Ready Reserve by voluntary agreement; or Have not completed their MSO (are mandatory participants or obligors), but are transferred to the IRR, based on COMMARFORRES authority. Transfer to IRR Examples of permitted transfer of obligors to the IRR (COMMARFORRES Approval required): Excessive commuting distance (more than 100 miles or 3 hours drive) Foreign travel/residency in excess of 60 days. Religious Missionary obligation Unit Commanders and MFR Manpower must track these Marines to ensure they re-affiliate with SMCR unit to serve remainder of contractual time. Marines are in RUC maintained by MFR Manpower. Marine may have to re-enlist / extend IOT complete drilling obligation. Involuntary transfer of Non-obligors also require CMFR approval. Transfer to IRR Obligors
Unit CO / I-I not authorized to transfer Obligor Marines to the IRR. COMMARFORRES is approval authority. If approved, the unit must monitor very closely the Marine’s Mandatory Drill Participation (MDP) Stop Date. Example: Last drill is 4 August. MDSD is 21 August. Do not transfer to IRR on 5 August. Transfer after 21 August but before 1 September or Marine will incur SGLI debt. Marine will likely lose enlistment incentives such as MGIB and TRS. Once past their MDSD these Marines become Non-Obligors. Non-Obligors – are those SMCR Marines who have fulfilled the requirements of their original contract, and passed their MDSD . SMCR Marines SMCR Staffing is achieved by retention of quality SMCR Marines and the Non-Prior Service (NPS) and Prior Service (PS) recruiting plans. Goal is 70% NPS, 30% PS in each SMCR Unit NPS Marines have a two year lead time Split Increment (“Split-I”) training pipeline (MCO 1001R.54E) Marines may not be deployed prior to completion of MCT and MOS school training. (MARADMIN 128/02) PS Marines have a one year lead time.

Reserve SNCO 2P Policy “No later than 1 November following the release of the SNCO Selection Board results Marines in the grades of E-5 through E-8 who, in their current grade, have twice failed selection for promotion in the SMCR will be transferred to and remain in the IRR unless promoted to the next higher grade while in the IRR.” Non-punitive admin action, Marines will not have incentives recouped. Commanders who have a Marine affected by this policy and whose unit will be activated prior to 1 May, can request NLT 1 May to delay Marine’s transfer to the IRR if the Marine is activated with the unit. Individual Mobilization Augmentee
The IMA Program provides a source of trained and qualified members of the SMCR to fill individual military billets which augment AC structure of the Marine Corps, DoD or other Departments or Agencies of the U.S. Government. IMA billets are required to support mobilization (including pre and/or post mobilization), contingency operations, operations other than war, or other specialized or technical requirements. Active Reserve (AR) Per Title 10, U.S.C., AR personnel are authorized to assist in organizing, administering, recruiting and retaining, instructing, and training members of the Marine Corps Reserve. 2261 Authorized End Strength – 351 officer / 1910 enlisted. Full time active duty with all responsibilities and benefits. Assigned to authorized AR billets - PCS every 3-5 years. AR Commissioned Officers are accessed via semi-annual board. AR WO’s (0170, 6004, 6502) are selected via annual Marine Corps Recruiting Command (MCRC) Board from AR enlisted applicants. AR Enlisted are accessed via MCRC. All AR Marines compete for promotion within separate competitive promotion categories

Active Reserve (AR) Monitors are resident in HQMC, Reserve Affairs Division, Personnel Management Branch (RAM) AR staffing should be 100% of AR billets on your T/O, but reality is different. Humanitarian Attachment
Initiated at the request of the Marine while on annual or emergency leave. Local commander responsible to determine validity of request. If request is blatantly outside the scope of Humanitarian Assistance, local commanders have the authority to deny request without consulting CMC (MMEA-86). When in doubt, contact MMEA-86 (703) /9330. Once an enlisted Marine has attached, notify MMEA-86 / RAM and Marine’s parent command via naval message. Officer attachments: NOTIFY MMOA / RAM. From date of attachment, Marine has 15 calendar days to submit completed Humanitarian Transfer request to MMEA-86 via FAX or scanned copy. Develop a standard HUMS package. Humanitarian Transfers
Initiated at the request of the Marine. Designed to solve short term (36 months or less) situations. Situations that will take longer than 36 months to resolve are more appropriately handles by hardship discharge. Approved Marine is transferred by service record. DIRLAUTH is authorized between I-I’s and MMEA-86 on all cases of Humanitarian Attachment and Humanitarian Transfer. MCO P1000.6G ACTSMAN, paragraph 1301. M&RA was tasked with the development of a systematic long-term programming and management solution to improve Reserve Component lieutenant manning levels. Civilian Employment Information
Title 10 U.S.C Directs the collection of CEI data for members of the Reserve components . The data shall be used as follows: For long term strategic planning or policy development and decision making at the highest levels of the Military Services and DoD. Shall not be used to order a member to serve involuntarily in a military duty status in their civilian skill, unless it’s synonymous with his or her primary or secondary Military Occupational Code (MOS). All reserve members requesting orders for (ATs, ADOS, voluntary mobilization, etc) will be screened for CEI compliance prior to authentication of orders. MARADMIN 285/10

Reserve Referral Credit (RRC)
COMMARFORRES assigned RRC quota of 25% of annual MCRC NPS requirement by HQMC. COMMARFORRES delegates RRC mission to MSC’s, and Force Assets. Credit is given for each referral, whether the Marine goes AC or RC. Great way for unit commanders to influence their SMCR manning levels. Successful candidates can contract to drill as Obligors at the local unit. Cross Assignment Policy (RESPERSMAN ) IDT(T)/AT are for mob. readiness/training ISO UMUIC/Supported Command. Unit which holds billet (UMUIC) is NROWS UNIT approval authority. UMUIC CO may provide FITREP/Eval input or use concurrent report option. UMUIC OSO normally funds ADT/IDTT/Additional Drills. TRUIC NOSC fund approves the AT. TRUIC CO is the reporting senior. CA personnel are “vested” in billet after 6 months. Within 6 months can only be bumped for local fill by request via OSO. CA member can be assigned to an available local billet prior to PRD. ENLISTED DISTRIBUTION PROCESS
Career Management System- Interactive Detailing (CMS-ID). Web-based system that allows Sailors to view available jobs and make applications, commands to view and rank applicants, PERS 4013 to advertise requisitions, and detailers to make selections. Individual Sailors apply for billets available in their Planned Rotation Date (PRD). MFR MSC G-1 and or Navy Reps must contact MFR G-1 Navy Manpower to determine if billets should be advertised when a relief has not been identified. Input from the MSC is required when known gaps are anticipated or any extenuating circumstances or unplanned losses. MFR Navy Manpower submits billet for priority placement monthly. BL: The number of open requirements are based on the number of available rollers and there are usually more open requirements then members eligible for orders.
