2 The Common Requirements for Quality  An air navigation service provider shall have in place a quality management system which covers all air navigation services it provides according to the following principles.  It shall: (a)define the quality policy; (b)set up a quality assurance programme; (c)provide evidence of the functioning of the quality system; (d)appoint management representatives to monitor compliance; (e)perform reviews of the quality system and take remedial actions.  An EN ISO 9001 certificate, issued by an appropriately recognised organisation, covering the air navigation services of the provider shall be considered as a sufficient means of compliance.

4 Interpretation of the SES CR ANSPNSA Criteria for SES CR on Quality Evidence or Means of Compliance Scenario 1: The ANSP provides a valid EN ISO 9001 Certificate; Scenario 2: The ANSP has a QMS in place which complies with the five clauses (a) to (e). Note: Irrespective of which scenario is chosen, in order to demonstrate compliance with the requirements on quality management, the ANSP should ensure that: The scope of the QMS covers the air navigation services provided; Compliance is achieved within the required timescale of 2 years, after entry into force of this regulation.

A1: -QMS covers all air navigation services provided. -QMS is to address the five clauses (a-e) outlined in the Common Requirements - AIS is subject to ISO 9001 certification, ref. ICAO Annex 15. Q2:What is the relationship between safety and quality management systems? A2:The overall management system should cover all management responsibilities. One of these will certainly be safety, others could include quality, risk management, people management, environment etc.

6 Frequently Asked Questions - 2 Q3: What is the meaning of ‘appropriately accredited organisation’ for issuing EN ISO 9001 certificate? A3:In the context of EN ISO 9001:2000, this could be a certification body that has been approved by an Accreditation Body as competent (in accordance with ISO/IEC Guide 62) to carry out ISO 9000 certification, with the required business sector experience specific for ANS. Q4:What kind of documentation should be disclosed to the NSA by the ANSP? A4:In the Organisation Exposition document a list of required documents will be highlighted. This could include: - Valid EN ISO 9001 Certificate, together with documentation on the scope of the certificate (e.g. quality manual); - For all other scenarios, the list could include material to provide evidence for compliance with the five clauses described in the Common Requirement Annex 1.3.2 - para 2.
