48 48 Summary/Conclusion Rate Making is an Art not a Science. The Regulator must strive to balance the interest of all the parties involved. Utilities must not expect to recover 100% of their Rate Request. The PUC must not function for the benefit of any one Group. It must protect the Public Interest.
