State Strategic Plan for Information Resources 1. Reliable and Secure Services Security, Continuity of Operations, Connectivity 2. Mature State IT Resources Management IT Funding, IT Planning & Governance, IT Workforce 3. Cost Effective and Collaborative Solutions Legacy Modernization, Cloud Services, Shared Services 4. Data Utility Data Management & Governance, Open Data, Data Analytics 5. Mobile and Digital Services for Citizens Mobile Applications, Digital Services, Internet of Things

Connectivity Implement a capacity management plan to ensure network performance of critical IT services, and manage bandwidth growth and costs in alignment with agency resources.

Capacity Management Plan “In information technology, capacity planning is the science and art of estimating the space, computer hardware, software and network connection infrastructure resources that will be needed over some future period of time.”* A key component of capacity planning involves the network connection resources. *source: techtarget.com

POLL Does your organization have a network capacity management plan?

Benefits How well do I know my network?  How much bandwidth does my operation need?  What is the maximum utilization on my network (peak usage/bursts)?  How much bandwidth will I need 30 and 120 days from now? Not knowing this information about the network can cause network degradation and even downtime…  Agency employees unable to access the information they need to service clients and manage the business  Uptime contractual obligations not met  The citizens of the State can be adversely affected

Challenges  Proper network capacity planning requires:  Human know how, either in-house or contractor, or both  Time Management  Tools  Inter- and intra-departmental communications o Three of these elements require “budget”  Ironically, the element requiring no real budget, inter- and intra- departmental communications, is often the most difficult to manage successfully

Factors Affecting The Network Network circuit reliability and routing Peak and off-peak traffic volumes Application characteristics Response time requirements, application keep alives, and the amount of data sent vs what is actually needed Latency and Jitter issues Upcoming application modifications/additions Heavy bandwidth usage applications like video streaming and operating system updates World Cup, World Series, The Masters, Microsoft Updates Data location (Data Center, Cloud, Distributed, etc.) CoS/QoS/data prioritization

Steps to Capacity Management Policy Documents the goals, rules, and results reporting. Example Steps: Inventory of current circuit layout and parameters Inventory of current applications and their required bandwidth usage Gather a baseline for network and application data Identify peak vs non-peak differences in traffic volume Identify high volume users (and why) Model “what if” scenario analyses if possible

Tools to Help Some industry Network Performance Monitoring and Diagnostic (NPMD) tools include: SolarWinds Netscout Systems CA Technologies Free tools that can be utilized include: MRTG Cacti

Traffic Stat Graphs Daily Monthly MRTG Tool
