4 Lessons Learned From STAAR 2011-2012 4 Campus A – Fourth grade child e-mailed STAAR website requesting scores on Writing. In checking, campus failed to give STAAR Writing to student because she was a LEP student. Students who are eligible for STAAR-L Math, Science, and Social Studies tests still must take the appropriate STAAR Reading and/or Writing test (depending on grade). Campus B – Campus gave STAAR General tests to all LEP students in Math, Science, and Social Studies. STAAR -L eligible students should have been given STAAR -L for those tests. Scores stand for those students.

5 Lessons Learned From STAAR 2011-2012 Continued 5 Campus C – Campus failed to bubble the answer document correctly and 47 Bilingual students who took the STAAR test in Spanish were incorrectly scored against the STAAR General English test key. Campus D – Campus gave STAAR General test to students whose ARD Committee recommended the STAAR Modified. Campus had to contact parents and determine if parent wanted the test scored. Student missed opportunity to test. Campus did not have check system in place to avoid giving student the incorrect assessment.

13 Who Makes Decisions As To What Assessments ELLs Will Take? The Language Proficiency Assessment Committee (LPAC) is responsible for-  making and documenting test participation and accommodation decisions for ELLs by following the administrative procedures in the 2012-2013 STAAR Decision Making Guide for LPACs2012-2013 STAAR Decision Making Guide for LPACs  making decisions on an individual student basis and documenting them on Student Accommodation Form (HISD), minutes, and Chancery (in the Spring)Student Accommodation Form (HISD) 13 LPAC chairperson is required to attend Mid Year LPAC e-Train # ML0057

30 Assessment Decisions for ELLs Receiving Special Education Services ELLs receiving special education services may be administered any assessment depending on whether they meet the participation requirements – STAAR – STAAR Spanish – STAAR L – STAAR Modified – STAAR Alternate Chapter 101 of the TAC requires the LPAC to work in conjunction with the ARD committee to make assessment decisions for these students The collaboration helps ensure that factors related to disabling conditions and second language acquisition are both carefully considered 30
