Required within first 6 months of employment or assignment. Types of users Less the Full Access Full Access

Recertification Must I do this again?
Recertification is required every two years. Note: Security awareness training prior to re-cert. May test two months prior to date of expiration. TAC will tell you when you are due on line thru nextest

What happens if I expire?
One minute after midnight the user is locked out of the system. User will not have access to the IOWA System until he/she completes (and passes!) the test. If one fails the test, must wait 24 hours to re- take.

System Security Terminals are to be in a secure area.
Terminals and printouts are not to be visible to the public. Visitors must be escorted at all times. Users cannot publicly demonstrate the IOWA System.

What about in my car?? MDT’s must be installed making it difficult for the public to see. Turn the screen towards you. Minimize the screen.

Keep it professional. Keep messages to the point. Refrain from using abbreviations. LOL OMG

Sensitive & Classified Information
All IOWA System data is considered sensitive and classified. DO NOT TOSS IN THE TRASH!! Anything from the IOWA System must be destroyed in such a manner that the data cannot be retrieved. Test question

Personal Use All inquiries made for personal use are strictly prohibited. Personal use is a violation of IOWA System Rules and Regulations. Misuse of the IOWA System may be in violation of the law and could result in civil penalty (DOT civil penalty is $2500.) Law enforcement personnel have been terminated due to using the IOWA System for personal use. Civil and/or criminal

Question: Is it acceptable to query yourself, friends, and family as a way to practice using the IOWA System? Answer: NO! TEST EXAMPLES are available for practice. Refer to handout test question

THE SWITCH Located in DPS Headquarters-Oran Pape State Office Building, Des Moines. Responsible for routing all messages in and out of state. If the SWITCH is down, the entire system is unavailable!

THE SWITCH………..cont. Every transaction is logged on the SWITCH.
Each user has an “ID” that is embedded in each transaction. Since users are embedded, actions on the Switch can be tracked. Messages are maintained for many years. Message retrievals. Finding misuse of the system.

Switch Retrievals Agency – able to conduct own retrieval for past 120 days. TSB – Able to conduct retrievals for the past 6 years. FBI – Able to conduct retrievals from early 1990’s to present day.

Found at the local, state and federal levels. Based upon fingerprint card submission at state and federal level.

NCIC Interstate Identification Index (III) Federal side of Criminal Histories
Federal Offender File-Dormant file (Example: Bonnie & Clyde) Participating States Participating states have central repositories. DCI is Iowa’s central repository . DCI is responsible for building Iowa criminal histories and making available for all law enforcement/criminal justice. All 50 states participate. Also included are U.S. Territories; Washington, D.C., Guam, Puerto Rico, U.S. Virgin Islands.

Where do they go to get this information?
They are directed to go to the DCI. Test question

Criminal History Inquiries require the following:
Unique identity of the requestor: Name, badge number or initials. Example: Sheriff Todd Miller #19-1 (Badge numbers must be good for 1 year from date of request.) Unique agency name of the requestor: Example: Chickasaw Co. Sheriff, Chickasaw Co. Atty., etc. Specify reason for the request: PUR/C - Criminal Justice Investigation: Examples: Drug investigation, assault investigation, case no. PUR/J - Criminal Justice Employment Example: Background checks Test question CCH was run by name/dob yet no hits rcvd how possible??-no dispo rcvd, not all records are computerized, never fingerprinted

Something to think about……
You run a criminal history by name and date of birth, however it yields no record. However, you know the person has been arrested previously. How is this possible? Suspect was never fingerprinted Disposition was not received (record purged as a result) Not all criminal history records are computerized

Dissemination of IOWA System Information
May FAX IOWA System information IF the FAX machine is in a secure location, or the law enforcement recipient is waiting at the FAX machine for the information. Cannot IOWA System data unless you share a server, or the data is encrypted to meet CJIS requirements. Test question

Re-dissemination of Criminal History
Allowed between authorized personnel of different law enforcement or criminal justice agencies. However Re-disseminations must be logged. Must be kept for one year from date of request.

CELL PHONES At NO TIME may IOWA System data, including driver license photos, be disseminated by way of a personal cell phone. In other words - a dispatcher may not take a picture of a DL Photo with his/her personal cell phone and send that picture to the personal cell phone of an officer in the field.

IS there ANY time I can send IOWA System data by cellular phone???
IOWA System data may only be disseminated to and from cell phones issued, owned and managed by the law enforcement/criminal justice agency. These cell phones must meet the CJIS security requirements The CJIS Security Policy is located on nexTEST. If your agency owns and manages the cell phones issued to your personnel and they have met the CJIS security requirements, prior to dissemination of any IOWA System data, please contact the Department of Public Safety for review, assessment and confirmation. **Providing IOWA System information to an officer via cell phone is permitted when officer safety is a concern.**

IOWA System Queries We the QQ format! The QQ format produces results from each of the following systems with only one transaction: ICON NCIC DOT/MVR SOR IOWA TraCS Great for Officer Safety!

Types of Vehicles Run as veh’s for query or entry (motorized wheel chairs, barbie cars, motorized skateboards, semi’s, construction etc)

Vehicle Query Possible to query a vehicle by LIC, VIN, or SER no.
Vehicle inquiries may return HITS on: Wanted/missing person Stolen license plates Vehicle parts Vehicles used recently in a felony crime Test question

These are also vehicles queried using the QQ format. Remember, the QQ will check for registration and stolen. Must use license type (LIT): LIT/AP Apportioned plate or LIT/RE Reciprocity plate Test question

Driver License Queries
Best way to query is by Name and DOB with the QQ format. Not by SOC Or OLN WHY?? These are not required fields for warrant entries. Soc/oln not required warrant fields test question

Out of State Driver History (KQ Format)
Driver License Records queried by: NAM OLN PUR & ATTN may be required by some states. Not all states support the KQ format.

Cannabidiol Card Information The Iowa DOT implemented the cannabidiol verbiage on Iowa driver license responses for those persons lawfully able to have it in their possession.

Since we’re talking about the DOT….
Driver License information At no time is an officer to provide a “private citizen” with DL information. There is too much confidential information on the DL such as SOC and DOB. Vehicle Registration information At officer’s discretion (or agency policy) whether to share vehicle registration information. ONLY the name and address of the registered owner should be provided - and only for suspicious vehicles, abandoned vehicles, trespass situations, etc. NEVER!! For the snoopy neighbor who wants to know who is parked on their street.

AND………………. Registration information may be made available to non-sworn fire chiefs or their designees for the purpose of conducting an investigation.

Wanted Persons Inquiry
Care should be taken to ensure that inquiries are made error-free. Mistakes can result in a missed hit.

Soundex Feature Both IOWA & NCIC soundex off the last name.
IOWA soundexes off the first name & nick name variations. IOWA checks plus/minus 1 year on DOB. NCIC requires exact DOB. Test question Also available are: Expanded Name search: NCIC will use each name part as a surname and interchange remaining name parts. Expanded DOB search: NCIC will search a range.

HITS Must confirm the warrant or protection order is active for the person before an arrest is made. CONFIRM!! Did I mention confirm?? Test question

Why Confirm? An unconfirmed IOWA/NCIC hit is NOT probable cause to arrest. May receive hit on a warrant where the entering agency will not extradite/pickup. Test question

Hit Priorities Urgent Hit Request:
Requires a response of some kind within 10 Minutes. Routine Hit Request: Agency has 1 hour to respond to a hit confirmation request. Hit printouts must be retained until the possibility of civil or criminal liability has passed.

Locates Locates serve as an indicator that a person/property has been located to everyone making inquiry of the record. Never locate a record when you are outside the extradition area or before you know the disposition or the action your agency will take on the warrant. An agency may locate their own records only when the apprehending agency fails to or is unable to place a locate on a wanted person record. When you are the confirming agency, don’t forget to place a detainer

Missing Persons Query by Name and DOB
Query by personal descriptors: Height, weight, hair color, etc. Federal Law requires a missing person under age 21 to be entered into NCIC within 2 hours of receipt of minimum required data. Found/recovered bodies, small children

During business hours, contact DNR at After hours and holidays/weekends, contact the nearest Iowa State Patrol Communication Center. She’s a beauty! Boats are not veh No longer query boats, must call the DNR

Guns Must have a Serial Number or an ATF number in order to query or enter. Guns may be entered as: Stolen Lost Recovered Used in a felony A hit will return when run by serial number. Will get multiple hit responses for guns. SOC is not a unique number
