3 Short History Automotive Inspection and Maintenance (AIM) – Began in Cleveland in 1988 – Decentralized anti-tampering inspection – Hybrid program began in 1991 with tailpipe testing E-Check Program – Began in 1995 as an enhanced centralized program conducting the I/M 240 test – 23 centralized stations in 7 counties – Converted to ASM 2525 in August 2000 – OBD testing began in January 2004

4 Legislation In the summer of 2011 legislation was passed to decentralize the program – Expand the number of testing locations for consumer convenience – Vendor utilize established local businesses, auto repair facilities or leased properties to operate state- approved I/M testing facilities – Independent annual survey has shown a history of 95% overall satisfaction rate – Isolated fraud cases in 17 years under a centralized program

5 RFP Previous decentralized program taught us the difficulties in pursuing fraud and enforcement Contractor has responsibility to select and certify testing facilities with our approval Testing facilities that commit fraud or don’t follow the contract agreement can be let go If fraud is discovered, facility will be dropped by contractor and the individual prosecuted Saves the state a lot of resources, time and money on the enforcement side

6 RFP Ohio Dept. of Administrative Services issued the RFP in Fall 2011 There were 3 good proposals Two were very close Envirotest was selected

7 RFP We added that contractor develop and maintain a website – Map locator for all testing stations – All pertinent information for each test station – Station closures due to weather, power outage, etc. – Link to vehicle’s test history by VIN

10 23 existing full-service E-Check stations, where all vehicles can be tested 53 new testing locations, including 37 Lube Stops, where most 1996 and newer vehicles can be tested 16 self-service kiosks located at existing E-Check stations, where you can test your car 24/7/365 RapidScreen vans on the road, where you can test your vehicle during your normal commute
