State Concept  The Concept to implement state policy to decrease the scale of alcohol misuse and prevent alcohol dependency among the population of Russia for the period up to 2020 – has been adopted by the Decree of the Government N.2128-p of 30 th December, 2009.  The Concept determines aims, gals and mechanisms to implement the anti-alcohol policy. 5
