Federal Acquisition Service 4 PSS – AS WE MOVE FORWARD – Migrations Current Status Ongoing work with firms who hold two or more contracts under affected programs to migrate those contracts. *440 affected firms; 173 migrations submitted; 44 migrations completed; 267 outstanding migrations yet to be submitted. Time to get those remaining migration packages in! *(Data collected 02/23/2015)

A new contract number is assigned as follows: GS-00F-xxxxx This letter provides excellent information relating to how your new contract is viewed on eLibrary; and what you need to do to ensure your information is displayed in GSA Advantage! ® accurately. *information noted on slides 8, 9 & 10 7

Federal Acquisition Service PSS – AS WE MOVE FORWARD – Migration Award Letter Until your electronic catalog file is posted on GSA Advantage! ® and you have registered your new contract number in the eBuy system you will NOT be able to view RFQs on eBuy, nor will Federal agencies issuing RFQs via the eBuy tool be aware that your firm holds a Consolidated Schedule contract. If your firm supports GSA Assisted Services (AAS), you must ensure your new contract number is also registered with the IT Solution Shop (ITSS) system. Please contact your respective AAS contracting officer for additional information. 8

Federal Acquisition Service PSS – AS WE MOVE FORWARD – Migration Award Letter continued Because the 00CORP program will serve as the platform for the new Professional Services Schedule (PSS), GSA recommends that you include the following advisory statement in the electronic text file that you submit via the SIP program, “Effective October 1, 2015, the Consolidated Schedule will become the Professional Services Schedule (PSS), with no changes to any terms and conditions found within this document”. Should any changes be made to the existing terms and conditions via the issuance of a contract modification, a new file will need to be uploaded as required by clause 552.238-81 MODIFICATIONS (FEDERAL SUPPLY SCHEDULE) (APR 2014) (ALTERNATE I – APR 2014).” 9

Federal Acquisition Service PSS – AS WE MOVE FORWARD – Migration Award Letter continued Additionally, GSA recommends that you include the suggested advisory statement & table in your pricelist which identifies the individual Schedule contracts that have been migrated to your new Consolidated Schedule Time Saving TIP: By including an advisory statement regarding the PSS program now you will not have to resubmit a new text file when the PSS solicitation is formally rolled out. 10

Federal Acquisition Service PSS – AS WE MOVE FORWARD – After Migration Award Which contract number should a firm use once migration is complete? Use the new contract (GS-00F) for any new work. How does an agency find a migrated firm? By *uploading your new file to GSA Advantage! ® How does an agency find a firm in eBuy? If an agency solicits under 874-1 they will see any firm awarded C874-1 and vice versa. *Refer to Slide 9 for information on uploading your GSA Advantage! ® file 11

Federal Acquisition Service 13 PSS – AS WE MOVE FORWARD – Single Schedule Holders Firms holding only one contract and those who are migrated and/or currently under 00CORP – On or about August 1, 2015 – a mass modification will issue advising that effective October 1, 2015 your program name will officially be PSS and the solicitation governing all future clause updates will be FCO-00CORP-0000C

Federal Acquisition Service PSS – AS WE MOVE FORWARD – Single Schedule Holders continued NO ACTION IS REQUIRED BY A SINGLE SCHEDULE HOLDER UNTIL MODIFICATION ISSUED – THEN YOU MUST ACCEPT MASS MOD! Once the PSS solicitation issues and all changes go into effect (slated for 10/1/2015), single schedule holders can then add complementary SINs and/or any new services they perform within the scope of professional services. Until then – Carry On! 14

It is most advantageous to wait until 10/1/2015 when PSS goes into effect when you can then modify your existing contract to add new services. Why? Long lead times to evaluate new offers (+12 months) 15

Federal Acquisition Service PSS – AS WE MOVE FORWARD – Key Points to Remember No change to the contract number, SIN title or Period of Performance (POP) unless a firm has two or more contracts -- The terms and conditions of all professional services contracts, regardless of Schedule would remain unchanged. Contracts that have active BPAs will remain in place unless agency agrees to **modify changes to existing BPAs. If contracts remain in place it will be for a period not to exceed BPA end date or GSA contract option end date; whichever comes first. **reference documents cited on slide 6 20

Federal Acquisition Service PSS – AS WE MOVE FORWARD – Key Message/Value Proposition Consolidating GSA’s Professional Services Schedules will provide agencies a total service solutions to complex professional services requirements using ONE contract vehicle as versus multiple contracts. Saves time and eliminates confusion often associated with managing a cadre of contracts to successfully complete requirements within a timely, efficient manner. Customer can still access whether by name or SIN. (No change to key word searches!) 21
