3 Guiding Principles – UNCRC The 'Rights of Children and Young Persons (Wales) Measure' 2011 The Measure strengthened and built on the rights based approach of the Welsh Government to making policy for children and young people in Wales. It placed a duty on all Welsh Ministers to have due regard to the substantive rights and obligations within the UNCRC and its optional protocols The Children's Rights Scheme The duty to have due regard to the UNCRC has been extended and from May 2014, all Ministers will need to have due regard to the UNCRC when exercising any of their Ministerial functions

5 Prudent Healthcare What are the principles? Achieve health and wellbeing with the public, patients and professionals as equal partners through co-production; Care for those with the greatest health need first, making the most effective use of all skills and resources; Do only what is needed, no more, no less, and do no harm; Reduce inappropriate variation using evidence based practices consistently and transparently.

6 Early Years Outcomes Indicators  infant and child mortality rates  percentage of 0-7 year old Welsh residents presenting at A&E departments having had accidental injuries in the home  percentage of children reaching or exceeding their developmental milestones between ages 2-3 (also applicable under ‘learn and develop’)  percentage of live births with low birth weight babies (<2500g)  percentage of four year olds up to date with immunisations  percentage of 4/5 year olds who are a healthy weight  dental caries at age five

7 Universal approach – Targeted intervention

8 Healthy Child Wales Programme A universal health programme for all families with 0 – 7 year old children, to include: a consistent range of evidence based preventative and early intervention measures (e.g. screening, developmental checks) advice and guidance to support parenting and healthy lifestyle choices assessment of risk through the use of a family resilience assessment tool, to identify families that may benefit from additional targeted support, with onward referral, signposting or delivery of such support where appropriate and, where support is not available, promote development and alignment of services to address identified need and improve outcomes.

9 Child Measurement Programme NICE Quality Statement on Child Measurement Programme To provide robust public health surveillance data on child weight status: to understand and monitor obesity prevalence and trends at national and local levels, inform obesity planning… To provide parents with feedback on their child's weight status: to help them understand their child's health status, support and encourage behaviour change, and provide a mechanism for direct engagement with families.

10 Obesity Pathway Level 1 - Community based prevention and early intervention (self care) Level 2 - Community and primary care weight management services Level 3 - Specialist multi disciplinary team weight management services Level 4 - Specialist medical and surgical services (including bariatric surgery)
