KNOW WHY NO Y THOUGHTS ABOUT THE AUGUST 4 ELECTION DR. KIMBERLYANN GRANGER

No… Why No Y? Meet Nibbler Pi, born on 3.14 Know Why No Y, Nibbler Pi?

KNOW WHY NO Y? 171 $171 To start with, know the Significance of this Number:

KNOW WHY NO Y? Value of a $100,000 home that is taxable: 19% of $100,000 = $19,000 $0.90 per $100 190 x 0.9 = 171 This means there will be a $171 Tax Increase per $100,000 residential property value if Prop Y passes

KNOW WHY NO Y… do the math How much will Prop Y cost your family? Home ValueTax Increase $100,000 $171 $171 every year $150,000 $256 every year $200,000 $342 every year $250,000 $427 every year $300,000 $513 every year $350,000 $598 every year $400,000 $684 every year $450,000 $769 every year $500,000 $855 every year

KNOW WHY NO Y? Here are the proposed purposes of the tax levy. How significant to our district’s students are these proposed purposes? 1.Maintain class size 2.Provide technology and academic programming 3.Competitive teacher salaries

KNOW WHY NO Y? The District seems to be focusing on these two proposed purposes of Prop Y, so let’s look more closely at them. Maintain class size Competitive teacher salaries

KNOW WHY NO Y? Proposed purposes of the tax levy: 1.Maintain class size Would an increase in class size put us out of proportion with other districts?

Claims: as much as 200 “The number of teachers and support staff will be reduced (as much as 200 in the next two years)” FHSD website: Community/Prop Y/Quick Facts Flyer http://www.fhsdschools.org/UserFiles/Servers/Server_995699/File/2015-16/Prop%20Y/Quick%20Facts%20Flyer_S.pdf KNOW WHY NO Y?

How “crippling” would a reduction of 200 teachers and support staff over the course of two years be to our students?   200 divided by 23 schools = * 8.7 teachers/staff per school building over 2 years * This is the number of teacher and staff cuts that might be made if no other cuts are made. Crippling Will this be “Crippling to students” ? tremendously Will “class size will go up tremendously” ?

KNOW WHY NO Y? Let’s look at the Facts, and not buy into the Propaganda…

DISTRICT SIZE AND EXPENDITURES MissouriSt. CharlesWentzville Francis Howell Ft. ZumwaltRockwood Average Daily Attendance (ADA) 836,917 4,691 -11,480 12,646 -3,524 16,170 17,582 +1,412 20,411 +4,241 Expenditures per ADA $9,763 $12,112 +1,816 $9,148 -1,148 $10,296 $9,727 -569 $9,605 -691 Data taken from DESE (http://mcds.dese.mo.gov/guidedinquiry/Pages/default.aspx) Francis Howell already spends more per student than Wentzville, Fort Zumwalt, and Rockwood. (St. Charles spends more, but notice the significant difference in the district size).

2011 – 2014 4 – year Graduation Rates MissouriSt. CharlesFt. Zumwalt Francis Howell WentzvilleRockwood Expenditures per Average Daily Attendance $9,763 $12,112 +1,816 $9,727 -569 $10,296 $9,148 -1,148 $9,605 -691 4-year Graduation Rate 89.2% 85.2% - 4% state - 5.4% FH 88.5% -0.7% state -2.1% FH 90.6% +1.4% state 93.0 % +3.8% state +2.4% FH 93.9% +4.7% state +3.3 FH Data taken from DESE (http://mcds.dese.mo.gov/guidedinquiry/Pages/default.aspx) There does not seem to be a pattern when we compare the amount spent to the graduation rates. (Notice that the districts are listed in order of their graduation rates, and compare the dollar amounts spent). What is the return on the Francis Howell tax payers investment?

2011 – 2014 Student/Teacher Ratio MissouriSt. CharlesRockwood Francis Howell Ft. ZumwaltWentzville Expenditures per Average Daily Attendance $9,763 $12,112 +1,816 $9,605 -691 $10,296 $9,727 -569 $9,148 -1,148 Students per Teacher 13 11.75 -1.25 state - 3 FH 15 +2 state +0.25 FH 14.75 +1.75 state 15.5 +2.5 state +0.75 FH 16 +3 state +1.25 FH Students to Classroom Teachers 18 16.25 -1.75 state - 3.25 FH 18.5 +0.5 state - 1 FH 19.5 +1.5 state 19.5 +1.5 state = FH 21 +3 state +1.5 FH 4-year Graduation Rate 89.2% 85.2% -4% state - 5.4% FH 93.9% +4.7% state +3.3 FH 90.6% +1.4% state 88.5% -0.7% state -2.1% FH 93.0 % +3.8% state +2.4% FH Data taken from DESE (http://mcds.dese.mo.gov/guidedinquiry/Pages/default.aspx) The difference in Student-to-Teacher ratios does not appear to affect graduation rates within this close range. Thus, it does not appear that a slight increase in this ratio will affect Francis Howell’s graduation rates.

2011 – 2014 Student-Administrator Ratios MissouriSt. Charles Francis Howell Ft. Zumwalt RockwoodWentzville Expenditures per Average Daily Attendance $9,763 $12,112 +1,816 $10,296 $9,727 -569 $9,605 -691 $9,148 -1,148 Students to Administrators 195 208.75 +13.75 state - 22.75 FH 231.5 +36.5 state 276.75 +81.75 state +45.25 FH 277 +82 state +45.5 FH 301.75 +106.75 state +70.25 FH 4-year Graduation Rate 89.2% 85.2% -4% state - 5.4% FH 90.6% +1.4% state 88.5% -0.7% state -2.1% FH 93.9% +4.7% state +3.3 FH 93.0 % +3.8% state +2.4% FH Data taken from DESE (http://mcds.dese.mo.gov/guidedinquiry/Pages/default.aspx) Why is the board not talking about cutting administration salaries? Among our peers, Francis Howell has one of the lowest Student : Administrator ratios, yet this does not appear to affect graduation rates.

KNOW WHY NO Y? It does not appear that an increase in class size will put our class sizes out of proportion with our peer districts or affect graduation rates.

KNOW WHY NO Y? Proposed purposes of the tax levy: 3.Competitive teacher salaries Do we need a salary increase to continue to be competitive?

2014 SALARY INFORMATION MissouriSt. CharlesFt. ZumwaltWentzville Francis Howell Rockwood Average Teacher Salary (Regular Term) $46,756$50,353$50,948$53,521$58,233$58,336 Average Administrator Salary $87,201$109,177$97,141$103,935$113,390$106,829 4-year Graduation Rate 89.2% 85.2% - 5.4% FH 88.5% -2.1% FH 93.0 % +2.4% FH 90.6% 93.9% +3.3 FH Data taken from DESE (http://mcds.dese.mo.gov/guidedinquiry/Pages/default.aspx)

2014 SALARY COMPARED TO FH MissouriSt. CharlesFt. ZumwaltWentzville Francis Howell Rockwood Average Teacher Salary (Regular Term) $46,756 -$11,477 $50,353 -$7,880 $50,948 -$7,285 $53,521 -$4,712 $58,233 $58,336 +$103 Average Administrator Salary $87,201 -$26,189 $109,177 -$4,213 $97,141 -$16,249 $103,935 -$9,455 $113,390 $106,829 -$6,561 4-year Graduation Rate 89.2% 85.2% - 5.4% FH 88.5% -2.1% FH 93.0 % +2.4% FH 90.6% 93.9% +3.3 FH Data taken from DESE (http://mcds.dese.mo.gov/guidedinquiry/Pages/default.aspx) Francis Howell salaries are already higher than those of most of our peers. Do we need another salary increase to remain competitive? When there are well over 50 qualified applicants for each teacher opening, how significant will another raise be? Will we have less applicants? Will teachers leave the district?

KNOW WHY NO Y? Proposed purposes of the tax levy: 3.Competitive teacher salaries I ask you again: I ask you again: Do we need a salary increase to continue to be competitive?

KNOW WHY NO Y? If saying “NO” to Prop Y will not have a “crippling affect” on class size, and if saying “NO” to Prop Y will not make a difference in how competitive our teacher salaries are, Why do we need Prop Y?

Know Why No Y?

WHY NO Y: 1.It does not appear that potential cuts in teachers and staff will be crippling. 2.Potential cuts are the result of the Overspending of the District.  Teachers have continued to received raises, even though the district has been over budget.  The district decided to pay roughly $250,000 for the special election rather than add it to the April 2015 ballot. We should be asking WHY.  The board approved deficit operating budgets for the past several years. This year’s deficit was roughly $22,000,000 yet salary increases were still approved. (Yes…that is 22 Million Dollars in one year alone!) 3.$0.65 would bring us to a balanced budget…where does $0.90 come from? 4.Only 4 out of 7 Board Members voted to approve the $0.90 Tax Levy! 5.$171 is a Lot of Money, yet most residential property tax bills will increase more than $171 ($171 is the increase for a home valued at $100,000).
