1 2002 WRAP WORK PLAN UPDATE NOVEMBER 2001 Submitted to WRAP Board for Approval Andy Ginsburg ODEQ, Co-Chair IOC Forum Mike George ADEQ, Co-Chair TOC Forum

2 2002 Work Plan Overview  Update & revision to 12/15/00 Work Plan.  Activities & Projects now underway and planned for 2002.  IOC “Policy” forums - Mobile, Fire, MTF, AP2, In & Near, & Economics.  TOC “Technical” forums - Mobile, Fire, R&D, Emissions, Monitoring, Modeling, Tribal Data.  “Critical Path” identified last year to ensure all essential work gets done.

3 What is the Critical Path?  Critical tasks needed for first SIP/TIP submittal Dec 2003 under 309.  Tribes have the option.  For 16 federal Class I areas in Colorado Plateau only.  Some tasks in prep for 2008 SIP/TIPs

4  Deliverables used for modeling visibility for best & worse days in Colorado Plateau.  Preliminary modeling results expected early 2002.  Results critical for 308 vs. 309 decision- making.  Results also critical for SIPs if state legislative authority needed. Modeling Work Key to Critical Path

5 What Work is Needed for 2003? 1. Projecting Visibility Improvement in CP 2. Requirements for CACs 3. Elements to make Annex operational 4. Need for NOx & PM milestones 5. Mobile Source requirements/assessments 6. Fire requirements/controls 7. Road Dust impact & controls if “significant” 8. Summarize Air Pollution Prevention plans 9. Other related work

6 1. Projecting Visibility Improvement n Model visibility improvements thru 2018 * Modeling Forum Who is doing what work?

7 2. Clean Air Corridor work n Comprehensive Emissions Tracking * Emissions Forum n Identify CAC boundaries (in OR, ID, UT & NV) * Ambient Monitoring Forum n Project Emissions Growth inside/outside CAC. * Emissions Forum n Define “significant” emissions growth ~ policy issue to be addressed n If “significant”, identify controls ~ to be assigned to forum Who is doing what work?

8 3. Annex related elements n Adopt model trading rules n MOUs for participating states/tribes n Critical Mass n “Reasonably attributable” BART n Allocations n Other federal Class I Areas n Monitoring Protocols Market 3 Trading Forum

9 4. NOx & PM milestones n Are they needed? What are visibility benefits? Adopt in 2008 if needed.  Market Trading Forum Who is doing what work?

10 5. Mobile Source Work n Mobile Source current & future EI  Mobile Source Forum n define “significant contribution to impairment”  Mobile Source Forum n determination of impairment * Modeling Forum n If significant, Emissions Cap & Tracking 3 Mobile Source Forum Who is doing what work?

11 6. Requirements for Fire n Burn Plans, Fire EI, Emissions Tracking, Alternatives to Fire, Smoke Management, Annual Emission Goals 3 Basic & Enhanced SMPs 3 Ag & PF Alternatives 3 PF Plan Assessment 3 Fire Emissions 3 Natural Background Who is doing what work? FEJF Task Teams

12 7. Road dust work n Assess impacts from road dust.  Mobile Source Forum (working with several TOC forums) n Develop appropriate controls if significant. 3Mobile Source Forum Who is doing what work?

13 8. Pollution Prevention work n Summarize all pollution prevention plans, project emission reductions, visibility improvements, etc. 3Air Pollution Prevention Forum Who is doing what work?

14 9. Other work n Study emission sources inside & adjacent to federal Class I areas. 3Sources In & Near Forum n Economic analysis to support 309 strategies 3Economic Analysis Forum n Declaration if “other federal Class I areas” addressed under 308 or 309 (in 2008) ~ based on results of IOC & TOC forum work Who is doing what work?
