7 Preamble of the Constitution We, the people of the United States, in order to form a more perfect Union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America. 8 1. Popular Sovereignty All Power is held by the People The power to govern is given through the Constitution Amendments protecting sovereignty: –15 th – African Americans –17 th – Senators elected directly –19 th – Women –24 th – Outlawed poll tax –26 th – Voting age lowered to 18

9 2. Limited Government Government can only do what the people give it the power to do Rule of Law- Those who govern must also obey the law

10 Federalist Paper No. 51 If men were angels, no government would be necessary. If angels were to govern men, neither external nor internal controls on government would be necessary. In framing a government which is to be administered by men over men, the great difficulty lies in this: you must first enable the government to control the governed; and in the next place, oblige it to control itself.
