2 Standard Setting Process Attended 25 th RPPO meeting in Uruguay in 2013 Attended CPM 9 - 2014 PPPO Secretariat has been the lead co-ordinator on the Regional Biosecurity Plan for Micronesia and Hawai’i (RBP). RBP Strategic Implementation Plan workshop was held at the UoG in 2014. Final draft is now with the DoD before implementation commences. PPPO actively participates in the IPPC regional meetings (formerly ISPM review meeting) on an annual basis. Held its regional IPPC meeting in July 2014 Followed by back to back PPPO Exco meeting from 31 st July to 1 st August 2014

7 PRA Role Play Participants divided into three groups (Melanesia, Polynesia and Micronesia). 35 minutes to plan a presentation. NPPO director is going to have a meeting with a minister. They will discuss a range of issues. Put together a presentation that the NPPO director can give to the minister in five minutes or less about why it is important to invest further resources in pest risk analysis. Group 1: Minister of Agriculture Group 2: Minister of Trade Group 3: Minister of Environment

8 PRA Role Play – Use any of the materials as a basis either for your own ideas or as part of the presentation – Use specific examples from your country – Think: what are this minister’s priorities? How would protecting plant resources from pests contribute to the minister’s priorities? How does PRA support other parts of the plant protection system? Remember to use language that a non- plant protection expert will understand

13 Standard Setting Process List of possible future regional standards the PPPO members would like to see developed: Movement of sea containers - delay Movement of sand and gravel – progress - Cook Islands with Kiribati Ballast water - investigate Air containers - delay

14 Standard Setting Process Movement of handicrafts – work with IPPC Import of used vehicles and machinery – work with APPPC Movement of germplasm (plants) – use FAO manuals Preclearance procedures (eg machinery) – progress – New Zealand with Niue and PNG Waste disposal in vessels – progress with IPPC – Australia with Samoa

15 Information Exchange IPP Portal – NPPO contact points addressed updated. E-newsletter - newsletter is a means of sharing any information whether it be training workshops, regional meetings etc - to all NPPOs in the PICs Other - Another area where information is shared to the NPPO in the region is through the PPPO mailing list. This list comprise of all NPPO contacts of the south west pacific region and is used as an information exchange platform in keeping abreast with regional topical biosecurity and plant protection issues.

16 Technical Assistance PPPO assists NPPOs in the PICTs to participate in regional workshops and regional meeting such as PPPO Executive Committee meeting, Draft ISPM meeting, PPPO triennial regional meeting, and training organized by IPPC, Australia or New Zealand. 17 Technical Assistance Helpdesk : The SPC-LRD established a biosecurity helpdesk as part of its technical advisory services to better serve its clients (PPPO Members). The helpdesk predominantly receives and processes email equerries on matters related to biosecurity, trade facilitation and plant protection including advice on import risk analysis

18 Pest Surveillance Activities Crop pest surveillance done for Palau, Vanuatu Tuvalu and Yap. Arthropod samples have been sent to the NZ laboratory for id authentication. Some results have been received and country Pest List Database has been updated. Eradication of Oriental Fruit Fly – Cook Island

19 Joint work of IPPC and CBD IPPC became the 7 th member of the Liaison Group of the Biodiversity related convention which includes the Convention on Biological Diversity (CBD), the Convention on the Conservation of Migratory Species of Wild Animals (CMS) the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES),

23 Capacity Building Activities Annual Biosecurity Training – North Pacific Guam, FSM, Palau, RMI, Saipan March 2014 Regional Global Quarantine awareness Training for Palau, Vanuatu and Solomon Islands (covering international agreements, organizations and standards) World Health Animal Health information System (WAHIS) training for Samoa (Oct 2014)

24 Legislation Review FAO funded review of the Biosecurity legislation for Fiji and Cook Islands. Work is still in progress – legal drafter on Short term contract Further work with FAO legal hopefully in 2015 to review the model law.

25 Market Access Activities Assisted Niue of Honey Bee health Survey Engaged a consultant to look at priority export commodities for 17 of the PICTs Worked with NPPO Tuvalu in developing a Market Access submission to NZ for export of breadfruit chips Assisted Cook Islands Noni Marketing Ltd to get Chinese Organic Certification Feasibility study of Papaya Export to NZ from the Cook Island
