5 PricewaterhouseCoopers Importance of Pillar 2 (cont..)  Principle 3: “Supervisors should expect banks to operate above the minimum regulatory capital ratios and should have the ability to require banks to hold capital in excess of the minimum” a)Pillar 1 may not reflect demands from creditors (ratings agencies) b)Type and level of activities will fluctuate c)Costly to raise additional capital in the short term d)Banks need a margin of safety above the minimum requirements e)There may be risks not reflected in Pillar 1
