2 Can 2 Day Timeline be reduced to 1 Day? 2 Calendar Day currently supported and in synch with PUCT Substantive POLR Rule 25.43(s) Retail Processing Facts: Day 0 —ERCOT sends Mass Transition 814_03 transactions with a two calendar day requested date to remove the defaulting REPs relationship with the affected ESI IDs. Day 2—Meter Readings obtained by TDSPs for all ESI IDs involved in the transition to end Losing ROR’s relationship Day 3 – 5 TDSPs processes usage and sends 867_03 Final Meter Reads to ERCOT effective with Day 2 Readings for the defaulting REP. As ERCOT receives these final reads, settlement data is updated in ERCOT’s system From past experience, the small number of exceptions encountered have been handled with backdated transactions that maintain the Day 2 date for REP of Record changes 2

3 On Monday, October 28, 2013 10:00 AM: ERCOT and TDSPs will continue to discuss if there are volume limitations that need to be identified and noted for Mass Transition events? 2:00 PM: TX SET and all interested parties will continue to discuss a list of Pros and Cons if Mass Transition Process timelines are reduced. 3

4 Volume Impacts-- Action items ERCOT Determine Processing Capabilities for Large Volumes of ESI IDs TDSP(s) Determine REP in Service Territory with the Largest Quantity of ESI IDs Determine Ability to Transition all the ESI IDs on same Calendar Day Gaining REP (s) Determine Processing Capabilities for Large Volumes of ESI IDs 4

5 Revisited to Address PUCT Staff Comments: Additional language added noting TDSP’s agreement to remove Switch Holds in the event the Losing CR fails to remove their Switch Holds from all ESI ID’s that are associated to the Acquisition Transfer. Additional language added to include new timelines that allows TDSP(s) an opportunity to remove Switch Holds(s) when needed prior to ERCOT triggering the Acquisition Transfer 814_03 transactions. Added language to give ERCOT more flexibility in the timelines identified throughout this RMGRR in case there is a decision made by ERCOT Legal to expedite the transfer of ESI IDs from Losing REP. TX SET request RMGRR116 remain Tabled for another month 5
