7 PSAT Objectives and Long Term Success Indicators “: “VISION: Aligned and synchronized operational, acquisition, and sustainment communities that deliver required and affordable Warfighter outcomes” ObjectivesSuccess Indicators 1.Demonstrate and Enforce Life Cycle Focus Current acquisition reform legislative and policy initiatives are life cycle management focused. Operating and support costs are visible today at the Program, Service, and DoD level and are currently managed in conjunction with acquisition investment costs to make life cycle cost decisions. Sustainment governance is influencing Defense Acquisition Boards and related weapon system review forums. 2.Start and End with the Warfighter’s Objectives Product support is transparent to the Warfighter while simultaneously Warfighters are more active and integral in advocating affordable, readiness-based product support objectives. Most supply chains are currently performing at best-in-class levels and are integrated to achieve weapon system management operational outcomes. 3.Incentivize Accountability for Performance Program Managers are currently equipped by life cycle management enablers consistent with PM accountability and responsibility to focus on life cycle cost and readiness. DoD Service Component organizations are more capable now of managing the complex incentives and product support integration inherent in effective performance-based strategies. 4.Build Mutually Beneficial Partnerships Expanded partnering opportunities have driven industry to routinely include life cycle cost and performance management in the design of weapon systems and enable more robust, integrated organic and commercial industrial base product support. Product support capability assessments are performed at national and global levels and have a broad and encompassing view of both public and private capability. 5.Enterprise means Enterprise (and Joint means Joint) Most enterprise decisions are made across DoD Components and decision-making, budgeting, and funding are enabled by common information technology backbones. 7

20 The streamlining memo for the LCSP will be formalize in the DoDI 5000.02 update 20 LCSP Review and Approval: Per the TDS/AS memorandum, the LCSP has been separated from the AS. Every acquisition program shall develop a LCSP. The Assistant Secretary of Defense for Logistics and Materiel Readiness (ASD(L&MR)) shall approve LCSPs for all ACAT ID and USD(AT&L) designated special interest programs for Milestone A or equivalent, each subsequent milestone, and Full-Rate Production decision. Following the system’s initial operating capability (IOC), the component acquisition executive (CAE) or designee shall approve LCSP updates, in coordination with the ASD(L&MR). Approval for ACAT IC and below LCSPs is delegated to the CAE or Component designee.
