Re-thinking Standardization for Interagency Information Sharing, Pg. 199 The collection and analysis of data for intelligence purposes is vital to national security. There are a number of hurdles including the exponentially increasing volume of available data, the need for increased cooperation between national and international agencies due to the increasingly globalized nature of threats to citizens and nations, and the need to be flexible in identifying new threats. Increasing reliance on computers is necessary, but complications arise due to such issues as incompatible data formats, multiple natural languages, and data privacy concerns. However, a potential solution to solving some of these problems for national security and law enforcement agencies is C2LG (Command and Control Lexical Grammar), which was originally developed for use within NATO, and is being adapted for use in crisis management and the fight against international organized crime.

Re-thinking Standardization for Interagency Information Sharing, Pg. 199 Intelligence gathering is an essential task for a nation to preserve life and property. However, because of the variety of players, the volume of information flowing in, and the diversity of sources and formats including various human languages, it is a monumental task to try to fuse details into a larger picture. Rather than requiring a standardization of underlying data structures, which may be not only prohibitively expensive, but also, particularly in the case of international cooperation, impossible, information interchange may be facilitated by mapping all information into a flexible, yet unambiguous representation of that information by utilizing the concepts of C2LG.
