2 SIAFI, Paris, 25.04.2007 History - background UIC founded in 1922 with major objectives to overcome the variety of technical and operational barriers through private companies and national developments ORE is created in 1950 as research and testing arm of UIC for supporting the UIC effort for common railway standards – UIC leaflets As a result of outsourcing the research activities ORE was transformed to independent research organisation under label of ERRI in 1992 ERRI did not succeed to bring together operators and industry and manage on behalf of them joint European Research programme – unique opportunity was missed and ERRI was closed in 2003

3 SIAFI, Paris, 25.04.2007 Some examples of success/failures (1) Examples of major success stories ORE/ERRI was serving as an engine providing input for technical harmonisation into UIC leaflets, EN standards and TSI 1600 reports and technical documents (1/3 still valid and used, 1/3 under the update and 1/3 with historical value) resulting in about 400 UIC technical leaflets are basis of unique knowledge base owned by operators Full set of standardised drawings for freight wagons, standardised Y 25 bogie, standardised wheel and rail profile, standard rail 49 and 65, methodology for vehicle acceptance, brakes and components, wheel sets, diesel engines, etc. Reports paving the way for high speed in Europe, ETCS/ERTMS

4 SIAFI, Paris, 25.04.2007 Some examples of success/failures (2) Examples of major failures Lost of many years effort into research of automatic coupler Automatic vehicle identification developed and standardised but never widely implemented in Europe but in USA In spite of effort to harmonise high speed rolling stock from the very beginning, development led to the implementation of several not interoperable systems Lack of commitments of major UIC members and industry for strengthening the ERRI proposals towards truly European research centre This resulted finally to set up of ERRAC as result if EC initiative calling for more efficient research focus in rail sector

5 SIAFI, Paris, 25.04.2007 Three levels of research cooperation Level 1: Platform of exchange on rail research topics - minimal costs due to simple exchange of information on research projects but also minimal benefits such as alert to consider what others are doing and opening door for obtaining more information eventually sharing the knowledge Level 2: Structured effort for establishing joint research agenda - exchange of research programmes, more in-depth examination of specific research issues, focus on avoiding duplications and setting priorities for own and potential collaborative research, benefit from addressing jointly topical issues of common interest and establishing priorities with relatively small costs. Level 3: Joint collaborative research - Specific research performed jointly by parties willing to share knowledge, resources and benefits. Clear business focus to client needs providing funding. It is costly as it requires additional management and administration to assure that project will deliver the results at the time and costs contracted with client. Major benefits from successful implementation of results.

7 SIAFI, Paris, 25.04.2007 WCRR Unique event gathering the top researchers, railway experts and practitioners from all continents Presentations on the latest achievements of research worldwide and its contribution to the rail business Cross-fertilisation from the exchange of the information on the research achievements and its implementation in leading companies both for freight and passenger operators and infrastructure managers Milestone in evaluation of progress worldwide made due to the research and development by all parties involved – academia, researchers, supply industry and operators but essentially information exchange on topical research

8 SIAFI, Paris, 25.04.2007 Technology and Research Platform Technical information/exchange platform for UIC working groups and coordination of UIC activities in the field of technical harmonisation and research Support for the TSI work, technological innovation and migration strategies towards TSI and international standards Relation to the standardisation bodies as well as to industry for transfer the UIC knowledge embedded in the UIC leaflets into the European standards and world standards Coordination of UIC activities in the fields of environment and safety UIC Research programme, management of research projects, relation to EC and other associations, WCRR and involvement in world research activities, etc… with support of RCG

10 SIAFI, Paris, 25.04.2007 Give a new impetus to research and innovation in railways Identify priorities for research and direct the available resources towards these commonly agreed priorities Co-ordinate research projects and programmes to ensure synergies and cross-fertilisation and avoid duplication of efforts Evaluate the results of the on-going and completed projects from the point of view of effectiveness and contribution to the overall objectives ERRAC – rationale and objectives

14 SIAFI, Paris, 25.04.2007 UIC new mission: Technology empowerment – worldwide Need to have at the UIC level a body which would involve all major stakeholders in the world research to create a platform of exchange on transport research themes such as e.g. safety, security and cost reduction To explore better the research potential worldwide for benefiting from synergies in executing research, improving cooperation, bridging a knowledge gap between continents, etc. To explore opportunities on research resources/funding at global level as i.e. FP7 in Europe, Japan? USA?, etc. To meet these challenges UIC set up International Railway Research Board IRRB for world-wide collaborative research World collaborative research

21 SIAFI, Paris, 25.04.2007 RCG major tasks/objectives (1) Objective: to assure a sustainable and efficient support to UIC members in their effort for coordination of research activities in order to avoid duplication of research, strengthen UIC participation and its members in collaborative research programmes and thus increase efficiency of use of scarce research resources of operators and funding available for rail research. Tasks: To play an proactive role on behalf of UIC members in supporting European Rail Research Council (ERRAC) activities and formulation of common operators position with regard to other stakeholders in ERRAC, namely member states, supply industry, customer associations, etc.

22 SIAFI, Paris, 25.04.2007 RCG major tasks/objectives (2) positioning with regard to the proposals of other stakeholders for research programmes and projects identifying common research topics for project initiation and submission with partners to respond EC calls exchanging information on own research programmes and national projects coordinating efforts in current EC projects and defending common operators position in strategic EC projects resulting in technological harmonisation and standardisation interfacing with worldwide UIC research and active support of International Railway Research Board (IRRB).

24 SIAFI, Paris, 25.04.2007 Major benefits from coordination towards FP6 Impact on the identification of future needs for research, priorities, project selection and their funding in accordance with business needs of the operators - UIC members Benefit from EC funding but most of all from the commitments of ERRAC stakeholders to EC projects considered as the engine for future innovations and standardisation through the implementation of the results in European dimension and world wide FP6 EC railway project portfolio covers 8 IP, 15 STREP and 5 CA (in total 28 projects ) and value of about € 300 mi UIC is involved in 15 projects with total value of € 135 mi with EC funding of € 75 mi and with our own contribution of € 4,0 mi, i.e. UIC has access to all the results of these projects and may exercise its impact on content for the investment of less 3 % of total budgets
