3 Introduction Many of our members have been asking about and discussing the 48/96 in the past couple of years and especially over the last several months. The purpose of this presentation is to present the issues relevant to such a change in our working schedule. 3

4 Introduction, continued Any trial period that we would propose to undertake would be ONLY a trial period. A Vote on the matter would be a ballot vote by giving all members an opportunity to vote, as opposed to a hand vote at a meeting, which could potentially exclude those who are not present. This is meant to be a fair treatment of the issues by giving all members the opportunity to vote. Questions and comments are welcome from all. 4

10 How much vacation time do I get? (Figured on 12 Vacation Days Per Year- SCCFD max.) Current Schedule 3 Vacation days to make a vacation segment. 13 days in a segment vacation. 4 complete segment vacations in a year 52 days per year in segment vacations. 48/96 Schedule 2 vacation days to make a vacation segment. 10 days in a segment vacation. 6 complete segment vacations in a year. 60 days per year in segment vacations. 10

11 How many days will I have to commute to or from work? Current Schedule 240 days per year Using example commute of 25 miles with 30 minute average travel time: 6000 miles per year 120 travel hours per year. 48/96 Schedule 120 days per year Using example commute of 25 miles with 30 minute average travel time: 3000 miles per year 60 travel hours per year. 11

17 Are the shifts hired as 24 hour shifts or 48 hour shifts? All overtime shifts could be hired by TeleStaff as 24 hour shifts and treated as such for all hiring purposes. 17

18 Will this affect my ability to do Shift Trades ? You will be able to do shift trades for the same amount of days under the current MOA 18

19 Why should management like the 48/96 schedule? Better workflow and Continuity as a shift works for two days in a row. Easier to schedule training coverage on second day of shift without the complication of holdovers and delay in coverage we currently experience. 19

20 Why should management like the 48/96 schedule?...continued Some daily routines do not need to be repeated such as Shift Change, thus increasing productivity. 50% reduction in employee vehicle mileage to and from work that could benefit the District and gain AQMD benefits, such as grants for decreasing greenhouse gas emissions. These grants can be used to assist in the purchase of new apparatus and equipment. 20

21 Why should management like the 48/96 schedule?...continued Moreover, studies overwhelmingly show a reduction in sick pay usage (for one such study, see article in Fire Engineering, 48/96: A Viable Alternative). 21

22 What about costs to the department? This is a low cost item with no recurring costs. Anticipated costs would consist of people hours used for initial setup to make telestaff and policy changes. 22

23 Would the 48/96 schedule affect our fire inspection program? No. The current schedule and the 48/96 schedule both offer between 6 and 8 weekdays per month for inspection duties. 23

26 Will the 48/96 increase the number of weekdays annually that I need childcare if my spouse works Monday thru Friday? There will be one to four more weekdays annually worked on the 48/96 vs our current schedule. 84 days on current schedule annually (lowest case scenario) 88 days annually on 48/96 (highest case scenario)

27 Will the 48/96 change the number of weekend days annually that I need childcare if my spouse works on Saturday and Sunday? No. There are 34 weekend days worked annually whether on our present schedule or the 48/96 schedule.

28 What Happens if One Shift is Scheduled to work both Christmas Eve and Christmas Day ? If a shift was scheduled to work both Christmas Eve and Christmas Day, the shift could be flip-flopped with the one before or after, depending on which shift had to work Thanksgiving. 28

30 CON Change! By our nature we are oftentimes hesitant to change. Every time you go to work it is for 48 hours, resulting in a longer continuous block of time away from your family. May cause more stress with family routines initially. Both days of a weekend would be worked 9 times per year Second of 2 shifts could be more demanding if a busy first shift occurred. Almost all mandates would mean working a 72. 30
