2 Factors that influence members of Congress Constituents’ views: – What do you voters want? – What are the most pressing local needs? Party views: – What is the current party platform? – How do I feel with the pressure to conform to the party line? Personal views: – What do I want to do? – Did I get elected to make my voice heard or to speak on behalf of others?

3 According to the Constitution: Bicameral organization – two decision-making bodies – The House of Representatives: regulated by many rules and calendars Originally 65 members capped at 435 since 1911, regardless of population growth or new state annexation Directly elected by citizens of districts in each state Eligibility criteria: – 25 years old – 7 years of US citizenship – Resident of the state you’re representing (but not necessarily the district) Term criteria: – 2 year term length – Unlimited number of terms possible

4 According to the Constitution: The Senate: less rigidly governed by rules and calendars; meant to be a deliberative body – 100 members currently; two per state (not capped) – Members originally appointed by state legislatures 1913 – 17 th amendment allows for direct election of Senators by citizens in each state – Eligibility criteria: 30 years old 9 years of US citizenship Resident of the state you’re representing – Term criteria: 6 year term length Unlimited number of terms possible
