10 SUMMARY Health insurers play a valuable role in society by reducing a person’s risk of a large financial loss. Health insurance also provides protection against relatively small losses, and is purchased because health insurance is subsidized. 11 SUMMARY (CONTINUED) Employer-paid health insurance is tax exempt and employees purchase more comprehensive health insurance because of this tax subsidy. The primary beneficiaries of this tax subsidy are those with higher income because they are in a higher marginal tax bracket. 12 SUMMARY (CONTINUED) Tax-exempt employer-purchased health insurance has distorted consumers’ choices in healthcare and diminished consumer incentives to be concerned with the cost of medical services. Reducing or limiting this tax subsidy may not only provide more funds to assist those with lower income but also make consumers more price sensitive in their choice of health plans and use of medical services.
