Step #1 - The Question or Problem. You must have something that starts your investigation.

Who, what, when, where, why, & how much. Step #1 - The Question or Problem. Must be measurable (preferably with numbers).

Rather than starting from scratch in putting together a plan for answering your question, use the library and Internet for your research. Step #2 - Research.

You want to find the best way to do things and make sure you don't repeat mistakes from the past. Step #2 - Research.

Your proposed answer to the question/solution to the problem. Step #3 - Hypothesis
