Idaho will place the highest priority on: ensuring high quality educator preparation; recruiting and retaining highly effective educators; continuous growth of educators’ professional practice.

Preliminary analysis showed minimal gaps in all areas. Partnered with Northwest Regional Educational Laboratory at Education Northwest for a deeper and more detailed analysis.

Root Causes Districts struggle to recruit and retain educators because: Rural, remote nature of most Idaho school districts. Small size of many Idaho school districts. Salaries are not competitive with surrounding areas. State funding currently reflects 2007 funding levels.

8 Idaho’s Equity Plan SHERRI YBARRA, SUPERINTENDENT OF PUBLIC INSTRUCTION SUPPORTING SCHOOLS AND STUDENTS TO ACHIEVE Title of Presentation | Page x of y Strategies Proposed Tax Credit for Certified Personnel – This proposal is not going through Idaho’s legislature this session. Need to determine whether or not to continue to pursue this strategy. Rural Education Centers – Superintendent Ybarra’s current budget proposal includes funding for an incubator rural education center for one of the six Idaho regions. Career Ladder – This strategy is at the end of year one of a five year phase.

Provided a focus for collaborating with external resources (i.e. Education Northwest, CCSSO, etc.) Ensure cohesiveness of all plans (SSIP, Equity Plan, etc.)
