Library Materials Aid ●Categorical State Aid. ●Used to “purchase print and non-print library materials that are cataloged, processed and loaned to public and nonpublic school students.” ●Electronic content is not addressed. ●Established in 1984 in the amount of $2.00 per student, it was increased to $4 in 1997 and to $6 in 1998. The current amount is $6.25 and has been in effect since 2007. ●Accounts for $17.5 million in available funding statewide.

7. Effective Use of Funding To best leverage local and state funding, there must be an awareness of the ways these funds can be accessed and used by both administrators and librarians.

8. Proposal 1 Professional organizations in conjunction with SED will increase awareness among administrators and librarians regarding the effective usage of categorical state aid through outreach and education. School librarians can maximize state aid to develop collections required by Common Core Standards.

9. Improve Materials Support Rising costs of the materials demanded by the Common Core standards necessitate an increase in library funding, both at the local and state level.

10. Nonfiction Required by Common Core “Fulfilling the Standards for 6-12 ELA requires much greater attention to a specific category of informational text—literary nonfiction—than has been traditional.” http://www.corestandards.org/ELA- Literacy/introduction/key-design-consideration/

12. Proposal 2 NYLA, with the support of SED, will form a taskforce to review current data, assess needs, and formulate a proposal for an increase in Library Materials Aid. We request the Regents include this proposal in their legislative package. School librarians can meet the evolving Common Core demands for quality print and non- print content.

17. Proposal 3 School library systems, working in conjunction with the State Education Department will investigate ways to leverage local and state funding for the purchasing of electronic content using cooperative purchasing, based on the NOVEL database model. School librarians will provide students equitable access to the electronic content required by the Common Core.
