Background Subgroup has been working on enabling 3 rd Party DR QSE participation in the Real-Time Energy Market, while preserving the principle of LMP Minus G Focus has been on the residential sector and its huge share of peak demand Concepts and mechanisms behind LMP-Proxy $G have moved the discussion forward

Background However, evidence mounts that residential AC is not perfectly suited to SCED base point instructions Challenges: – Ramp periods – Unknown event durations – Load restoration times – Snapback effect – Etc.

Third Party DR Self-Deployment This proposal: – Provides 3 rd Party DR QSEs with access to the market by applying most of the concepts and mechanisms of LMP-Proxy $G – Reduces dispatch complexities and compliance risk compared to implementing LMP-Proxy $G through LRIS 2.0

Leveraging Work We’ve Done This proposal keeps: – DR Provider of Record (DRPOR) as a new type of Market Participant – Aggregate Load Resource (ALR) concepts: Must be capable of being baselined Each REP portfolio within an ALR must meet a minimum size requirement – Proxy $G Settlements: REP is paid Proxy $G Load reduction is added back to REP settlement load DR QSE is paid LMP-Proxy $G

What’s Different DR QSE self-deploys based on its own economics – No active bid/offer in SCED – No SCED base point instructions DR QSE communicates event start and stop times to ERCOT at the same time as instructions are issued to customers ERCOT calculates DR value using 15-minute AMI meter data & proven baseline methodologies DR QSE is paid LMP-Proxy $G for delivered DR value, as measured & verified by ERCOT – IE, ‘pay for performance’

Notes & Discussion Points AMI data available <48 hours could allow for Initial Settlement DR QSE communication to ERCOT: via ICCP – 2-second telemetry 24/7? – What are appropriate telemetry values? Real-time Load Expected DR value (for ERCOT situational awareness) Minimum DR value needed to discourage abuse of ERCOT staff performing M&V – Penalties for non-performance? Charges to 3 rd Party DR QSEs and payments to REP for: – DR value when LMP<Proxy $G – Snapback effect
