A drop in trade Drop in prices of raw materials Unemployment levels have increased Greater debts More migration A decrease in finance for development EU is protecting its own market  trade restrictions Therefore there is an ever greater need for more Policy Coherence for Development The impact of the financial crisis

Policy Coherence for Development?! “You cannot give with one hand and take it again with the other” Legal basis within the treaty of Lisbon (art. 21 and 208) Political commitment in the 2005 European consensus on development; “the EU is fully committed to taking action to advance PCD in a number of areas, it is important that non development policies assist developing countries efforts in achieving the MDGs. Therefore the EU shall take account of the objectives of development cooperation in all policies that it implements which are likely to affect developing countries”

Policy Coherence for Development?! A useful tool for advocacy Necessary to evaluate aid effectiveness Examples of incoherent policies can be found in all sorts of policy fields; trade, migration, intellectual property rights, fisheries, illegal logging, agriculture, arms trade policies

PCD: What is in it for you? Communicate incoherencies to your European counterparts Try to find evidence of the impact caused by an incoherent policy Make your respective governments aware of the incoherence and of the existence of article 12 of Cotonou Article 12 Cotonou “Where necessary, a request for information may take place on the initiative of the ACP States. At their request, consultations shall be held promptly so that account may be taken of their concerns as to the impact of those measures before any final decision is made. After such consultations have taken place, the ACP States may transmit their concerns in writing to the Community as soon as possible and submit suggestions for amendments indicating the way their concerns should be met”

The Economic Partnership Agreements One of the main examples when we talk about incoherence between the EU’s development and trade policy towards the South Regional disintegration WTO+ –TRIPS –Liberalization of services –Public procurement

The Fisheries Partnership Agreements Incoherence between the EU’s fisheries policy and development policy Fisheries policies should provide for: Food security Foreign exchange Industrial development Instead: Depletion of local fishing communities Governments depend on FPA income Overexploitation, ecological damage

Migration Policies Links between migration and development: Remittances Brain drain Brain gain Incoherence: The EU does provide for opportunities for high skilled migrants but does not for lower skilled migrants Plus large sums are invested to combat illegal migration trough FRONTEX and EUROPOL There are better ways of coping with large migration flows: The EU needs seasonal workers!
