Setting Up a District Planning and Advisory Council

California Code of Regulations (CCR) § Current and Long Range Plans. The governing board of each Community College district shall establish policies for, and approve, current and long range educational plans and programs for each Community College which it maintains and for the district as a whole.

SMC Board of Trustees Policy 2250 District Planning and Advisory Council (adopted January 10, 2005) “The Board of Trustees establishes the District Planning and Advisory Council. The Board recognizes the Council as the body primarily responsible for making recommendations to the Superintendent/President on matters that are not otherwise the primary responsibility of the Academic Senate (BP 2210), Classified Senate (BP 2220), Associated Students (BP 2230) or the Management Association (BP 2240). Issues include, but are not limited to, District budget, facilities, human resources, instruction, student services and technology planning. Discussion of these issues by the Council will not supplant the collective bargaining process.”  This is paragraph 1 of 2. Policy continues on next slide 

SMC Board of Trustees Policy 2250 District Planning and Advisory Council (adopted January 10, 2005)  continued from previous slide  “The District Planning and Advisory Council shall comprise representatives of the faculty (Academic Senate and Faculty Association), classified staff (Classified Senate and CSEA), students (Associated Students) and management (Administration/Management Association), who shall mutually agree upon the numbers, privileges, and obligations of Council members. The District Planning and Advisory Council shall establish its own procedures in conformity with the law.”  This is the end of the policy.

Key Ideas 1.Equal number of votes for students, faculty, classified staff, and management. 2.Each group appoints own representatives. 3.Links to planning committees established by Council. 4.Links to legally-mandated Academic Senate committees. 5.No interference with issues in scope of union representation (including collective bargaining).

Equality: Two votes on the Council for each category 2 votes from classified employees 1 from CSEA Chapter 36 and 1 from Classified Senate 2 votes from faculty 1 from Faculty Association and 1 from Academic Senate 2 votes from students Associated Students Board of Directors and Interclub Council will determine how to split votes. 2 votes from management

Council will establish planning committees 1.Four members from each category: students, faculty, classified staff, management. (Total membership = 16 people on each committee.) 2.Unions and senates split appointments for their category, unless the committee is focused on issues entirely within the scope of union representation. 3.One co-chair elected by committee. 4.One co-chair appointed by Superintendent/President. 5.Co-chairs participate in Council meetings.

Some Academic Senate committees have state mandates to participate in planning Curriculum Committee (course and degree approvals)(C.C.R ) Academic Senate Program Review Committee (program quality and vitality)(C.C.R ) Academic Senate Student Affairs Committee (grades, student preparation)(C.C.R )

Other people may attend Council meetings Two representatives from each of the three Academic Senate committees involved in planning will participate in Council meetings. Other resource people may be invited. Reassigned time or release time is negotiable in union contracts for both classified employees and faculty. Council meetings are also open to observers such as students, off-duty classified employees, and faculty who are not in student-contact periods (in a classroom, counseling area, or the library).
