A Unified Theory of Data, Evaluation, & Everything

 Accountability  Efficacy  Quality Improvement  Needs Assessment  Strategic Planning & Resource Allocation  Communications How do we use data?

What is the best way for F5SMC to efficiently allocate its Research & Evaluation resources, while effectively addressing these needs? Today’s Question

 Scope of Work & Progress Report Review  Comprehensive Evaluation with an External Evaluator  Big Data Pilot Project  Online Grants-Management and Data System  Partnering with Local and Regional Efforts o Big Lift, Race to the Top, F5CA IMPACT o Developmental Screening & Surveillance Survey o Early Learning Facilities Needs Assessment F5SMC Data, Evaluation, and Research Activities

 Scope of Work & Progress Report Review  Comprehensive Evaluation with an External Evaluator  Big Data Pilot Project  Online Grants-Management and Data System  Partnering with Local and Regional Efforts o Big Lift, Race to the Top, F5CA IMPACT o Developmental Screening & Surveillance Survey F5SMC Data, Evaluation, and Research Activities

 Scope of Work & Progress Report Review  Comprehensive Evaluation with an External Evaluator: $672,000  Big Data Pilot Project: $40,000  Online Grants-Management and Data System $160,000  Partnering with Local and Regional Efforts o Big Lift, Race to the Top, F5CA IMPACT o Developmental Screening & Surveillance Survey F5SMC Data, Evaluation, and Research Activities

Comprehensive Evaluation with an External Evaluator  Collects counts of clients served by service type  Tracks common indicators across all funded programs in accordance with the Strategic Plan  Allows examination of impact across F5SMC’s funding portfolio  Supports local needs assessment for low-income families with young children  Provides information about the efficacy of different service delivery strategies

Online Grants-Management & Data System  Web-based system for contracting, reporting, budgeting, invoicing, and data collection  Supports client-level case management and care coordination  Access to live data for grantees and staff Accountability Quality Improvement Communications  Will allow for internal administration of Comprehensive Evaluation

Online Grants-Management & Data System  F5SMC staff saw demonstrations of three products, surveyed other F5 County Commissions, and met with several grantees regarding their use of online data systems  Persimmony Used by more than 20 F5 County Commissions, and is highly recommended by current users Optimized for the needs of F5 Commissions, and can be further customized as needed Proposed cost is reasonable given the scope of the project

 Jointly funded by Bella Vista Foundation  Implemented by the Gardner Center at Stanford University  Initial focus on low-income pregnant women and families with children ages 0-3  Located in Redwood City Big Data Pilot Project Proof of concept regarding the feasibility of using linked administrative data across programs, agencies, and sectors to track the impact of services on child and family outcomes over time
