OPSTF Issue 7: Long-term unavailability of autotransformers a.N-1-1 for autotransformers as a credible contingency for which load interruption is not allowed b.Use of defined spare equipment strategy as mitigation for N-1-1 scenario c.Use of defined distribution feeder switching or distribution transformer loading strategy as mitigation for N-1-1 scenario

NERC TPL Standards NERC TPL (Proposed Planning Standard): When an entity’s spare equipment strategy could result in the unavailability of major Transmission equipment that has a lead time of one year or more (such as a transformer), the impact of this possible unavailability on System performance shall be studied. The studies shall be performed for the P0, P1, and P2 categories identified in Table 1 with the conditions that the System is expected to experience during the possible unavailability of the long lead time equipment.

OPSTF Discussion Planning studies need to consider the unavailability of 345/138 kV high voltage autotransformer Double circuit lines should be included in the contingency list Having a spare autotransformer is insufficient A load switching scheme may be sufficient The schedule to put the planning criteria change in place should allow time to develop processes, run studies, and implement solutions

Pros and Cons Potential BenefitsPotential Impacts 1. Better aligns the Planning analysis with the real time Operational conditions 2. Increased transmission grid reliability 3. Reduced system impact due to long term equipment outages 4. Increased efficiencies on outage scheduling for construction or maintenance 5. Minimize the need for planned load shedding 6. Should reduce congestion 7. Maximize the use of available generation capacity 1. Transmission Cost of Service (TCOS) charges may increase when the projects are implemented due to criteria change 2. Property owners will be impacted by the need to provide more easements and substation sites when projects are implemented due to criteria change 3. Transmission Planning workload may increase

Recommendation OPSTF Recommendation:  Require that N-1-1 studies be run to analyze the long-term unavailability of each 345/138 kV autotransformer  Refer the proposal to the PLWG to develop a Revision Request to change the ERCOT Planning Criteria with a time- sufficient implementation schedule
