PRR 568 – Day 17 to Day 10 Analysis Implementation Recommendation TAC December 2005

2 PRR 568 Implementation Plan Schedule – from 6/28 COPS Meeting Analysis Period: ERCOT provided Day 10 data cuts for Load and Generation Extracts  1 st 30 day run in Aug 2005  2 nd 30 day run Sept 15 to Oct 15, 2005  Day 10 data cut is a Day 8 Aggregation, the data that would be used for Day 10 settlement ERCOT provided ample reporting similar to Report provided at COPS Feb 2005 meeting Market Participants exchanged observations of Day 10 cuts in conference calls every 2 weeks The 1 st call occurred approximately 20 days after the first date Day 10 data was made available Nov 14, 2005 Day 10 analysis ended. COPS meeting to review analysis Dec 1, 2005 COPS recommendation to TAC Jan 17, 2006 Operating Day to Start the migration to Day 10 Initial Settlement, Publication of binding Settlement Statement for this date would be February 2, One extra day will be Invoiced weekly for 7 weeks. March 16, 2006 Anticipated date for completion of PRR568 implementation ACTION

3 PRR 568 Implementation Plan Original AGREED ACTION The following 2 Metrics have been discussed by COPS for setting triggers that would lead to recommendation for TAC to authorize the migration to Day 10 Initial Settlement 1.Review Market Wide UFE comparing Day 10 to Day 17 results, to understand if there is a material change 2.No material change in Load or Settlement impact of a market participant caused by changing initial settlement to Day 10 was identified

4 Data Analysis Summary All data presented in the body of this presentation are available from the COPS PRR568 Final Report.ppt attached in the appendix. All the reports presented to COPS will also be available on the ERCOT website  Data Loading  IDR Day 10 vs. Day 17  NIDR Day 10 vs. Day 17  Seasonal Load Change analysis  Minimal Summer to Fall weather transition was observed  Significant weather event was observed

5 Data Analysis Summary (cont.)  Aggregation Results  Generation Changes  Minimal changes – approximately (-) 0.01%  Load Changes  QSE – Greater % change in load tend to be smaller QSE’s  48 had 1% (+/-) change  10 had 3% (+/-) change  LSE – similar conclusion  122 had 2% (+/-) change  18 had 2 to 5% (+/-) change  3 had 6 to 16% change  UFE – no significant difference observed

6 Summary of Analysis  Credit impacts –  Given that the data provided for settlements is materially the same for Settlement at 10 days as for 17 days, moving Settlement to 10 days is expected to reduce the credit exposure in the market  The credit working group will evaluate this reduction in exposure in conjunction with all other known credit exposure and propose adjustments to collateral requirements accordingly.
