CTN eHealth Broadband Adoption NTIA Sustainable Broadband Adoption –$9.1 million awarded –$4.7 million match –$13.8 million total project

CTN eHealth Broadband Adoption Overview of the Problem: –Broadband and associated applications provide tools enabling new model of health care delivery; –Healthcare industry has been a “late adopter” of broadband-enabled technologies; –Providers need assistance for effective telehealth and eHealth technology application implementation.

Proposed Solution: Technology Strategy Low cost access to a state-of-the-art statewide managed, medical grade broadband network (CTN); Establish Model eHealth Communities –Strategic placement of eHealth equipment; Community-based modular training program focused on broadband dependent technologies;

What Is The CTN? A state wide broadband network dedicated to expanding health care access in rural and medically underserved communities Goal to improve clinical outcomes, reduce costs AT&T is the statewide CTN vendor Managed network service available at monthly rates better than California State agencies receive Initially available to FCC Rural Health Care Pilot Program (RHCPP) eligible sites (public/non-profit) Recent ARRA/BTOP grant enables expansion beyond public and no-profit health care sites

CTN Benefits Guaranteed QoS reliability for Health IT, HIE, EHR and telemedicine functions Equipment and network monitoring provided by AT&T HIPAA compliant privacy and security Aligned with key Federal and State agencies such as Cal HHS, Cal eConnect, CalHIPSO, HITECH-LA, RHITC, MediCal, etc CENIC connectivity to support internet, educational and workforce development activities CTN sites will have access to Internet2, National LambdaRail and other national medical/educational/research resources

CTN Benefits Capability to support multiple “meaningful use” applications including Health Information Exchanges and interoperable EHRs Multiple circuit speed offerings to accommodate site needs : –1.5 Mbps –6.0 Mbps –10.0 Mbps –45.0 Mbps No distance charges, same rates regardless of site location

Access to Broadband Network CTN will provide broadband infrastructure for up to 863 sites through the FCC program; BTOP grant funds operational positions critical for supporting the CTN

Model eHealth Communities (MCs) MCs will be selected to support comprehensive and sustained broadband adoption; MC Selection criteria will include: – engagement of local community colleges and local libraries; –areas where current broadband adoption is low; –areas that include CTN health care and public safety anchor sites; –Extra consideration will be given for Native American and rural sites. Selected MCs will receive eHealth equipment based on assessment needs

eHealth Adoption Training Strategy Collaboration between academia, community-based educators, instructional design experts and tribal representatives; On-line training program (60 hours); On-site telehealth training modules; Curricula leveraged for consumer education through public libraries, community colleges and local extension centers.
