The Department of Social Services Connecticut’s Medicaid Agency Connecticut’s CHIP Agency Oversees all HUSKY programs (A, B, C and D) and the Medicare Savings Programs (MSP) 1

Access Health CT Connecticut’s Health Insurance Exchange Responsible for determining tax subsidies and cost-sharing reductions Enrolls individuals in Qualified Health Plans (QHPs) 2

Modified Adjusted Gross Income (MAGI) New eligibility methodology created by the Affordable Care Act (ACA) Used to determine eligibility for HUSKY A, HUSKY B, HUSKY D, Advanced Premium Tax Credits (APTC) and Cost-Sharing Reductions The DSS/AHCT Shared system supports MAGI determinations DSS’ Eligibility Management System (EMS) supports “traditional” non-MAGI eligibility determinations for HUSKY C and MSP clients 3

Modified Adjusted Gross Income (MAGI) MAGI is used to determine eligibility for – New HUSKY A, B and D applicants – HUSKY A, B and D households at time of renewal 4

Renewals Also referred to as “Redeterminations” Currently Three Different Activities Underway: – Traditional HUSKY-to-MAGI HUSKY Redeterminations – MAGI-to-MAGI Renewals HUSKY C and MSP Redeterminations 5

DSS EMS/CX Eligibility Management System DSS EMS/CX Eligibility Management System AhCT (The Exchange) MAGI Medicaid/CHIP and QHP. AhCT (The Exchange) MAGI Medicaid/CHIP and QHP. DSS ConneCT Medicaid, SNAP, TANF, etc. DSS ConneCT Medicaid, SNAP, TANF, etc. AHCT focused and optimized for MAGI Medicaid/CHIP and QHP Not just the web. Other doors include local DSS offices, a call center and mail-in applications Web Sites are hyperlinked and share data. Single Logon ConneCT supports all DSS programs -Including complex non-MAGI Medicaid -Uses AhCT for MAGI Medicaid/CHIP determination No Wrong Door a b
