8  Rules serve a function only when they address specific and clearly understood activities.  Rules define exactly what employees must do; no more-no less.  Use rules only when absolutely necessary, overuse of rules causes reduced morale.  Not using rules causes mistakes, injuries, miscommunications, and law suits.
