For a better built environment 3 Professional Councils  Three of the six professional councils responsible for the Engineers, Architects and Quantity Surveyors existed prior to the enactment of 2000’s legislation that established the CBE and balance of three professional councils responsible for the Project and Construction Managers, Property Valuers and Landscape Architects were enacted in  The enactment of the 2000’s Built Environment profession’s legislation presented a confluence of challenges and opportunities informed by legacy issues and operationalisation of a new regulatory regime.

For a better built environment 4 The Legal Framework i) Keep a national register of registered professionals and candidates in prescribed categories by the respective Professional Council. ii) Implement RPL (Recognition of Prior Learning) for the purposes of registration. iii) Consult and identify the type of Project and Construction work which may be performed by registered persons.

For a better built environment 5 The Legal Framework cont... iv) To conduct accreditation visits to all institutions of higher learning that offer Built Environment programmes. v) Consult with the Council on Higher Education regarding matters relevant to education Standards in the Curriculum. SGB vi) Consult with the South African Qualifications Authority or any body established by it and Voluntary Associations to determine competency standards for the purpose of registration.

For a better built environment 6 The Legal Framework Cont... vii) To enter into an agreement with any person or body within or outside the Republic, with regard to the recognition of any examination or qualification for the purpose of registration. viii) Determine and publish Guideline Professional Fees. ix) To determine the recognition criteria for Voluntary Associations. x) To determine, in Consultation with Voluntary Associations, conditions relating to and the nature and extent of continuing education and training. For a better built environment 8 Registration of Persons with International Qualifications Qualification is submitted to SAQA/CHE for Classification, i.t.o National Diploma, B Tech, B Degree etc. Curriculum is submitted to the respective Professional Council for assesment Applicant is registered appropriately, with certain conditionalities with respect to need to be familiarised with Juristic Laws of the Republic.
