What Does PBS Buy?  Landscaping Services  Complete Facilities Maintenance and Management Services  Project Management  Design Services

Just like the Private Sector, PBS has to manage the portfolio, BUT…. PBS Buys More SERVICES than GOODS.

Unlike the Private Sector where Property Managers “buy” the goods and services for their portfolio…. PBS will Contract a “Service” and the Goods would be a part of that contract …in most cases…

EXAMPLE: A 500,000 sf GSA Owned Building- Installation of a Green Roof  PBS may hire an A&E firm to do the design and load studies, etc.  The Design and SOW with all GSA Specs would be put out to bid  A Roofing Contractor or General Contractor may be awarded the contract  The Contractor buys all the materials and goods for the project

Get Your Numbers   Obtain your Tax Identification Number (TIN)- This can be an Employer Identification Number (EIN) if you are a sole proprietor.   Obtain your Dun and Bradstreet Number (DUNS)- unique 9 digit number for each physical location of your business   Register with Central Contractor Registration (CCR)- All vendors that do business with the government must be registered in CCR.

Know your Resources  Federal Procurement Data System- FPDS Shows you where all the $ is- who got awarded what and in what amounts. Federal Acquisition Service (FAS)  PBS’s “sister” in the GSA Family.  Responsible for the Multiple Award Schedules (MAS) Program for the Federal Government  PBS and other Federal Agencies use MAS to accomplish their missions.  In FY09, PBS spent $3.75M and in FY10 so far, PBS obligated $1.86M

MAS Basics  Contracts awarded by GSA or the VA for similar or comparable supplies or services  Established with more than 1 supplier, varying pricing  Provides for continuous competition  Contract period – 5 yrs with (3) 5 yr options  In accordance with FAR Part 12
