Chapter 9: Data Quality and Metadata OG5 Cork, Ireland February 2010

Statistics Canada Statistique Canada Overview  Summary of key changes to DRAFT Chapter 9  Review and comments  Eurostat Issue Paper: “Monitoring Quality of Energy Statistics” (Roeland Mertens)

Statistics Canada Statistique Canada Key Changes to DRAFT Ch. 9  Quality Assurance, not Quality Assessment  Quality must be examined continuously  There are many examples of QAF in different countries – we must share best practices and encourage harmonization

Statistics Canada Statistique Canada Key Changes to DRAFT Ch. 9  Input from Statistics Canada paper to be presented to the UNSC (Feb 2010) Proposes a generic, quality assurance framework Emphasizes the importance of “efficiency” Presents dimensions of Quality in two categories:  Static  Dynamic

Statistics Canada Statistique Canada Key Changes to DRAFT Ch. 9  Static dimensions of quality are of constant concern and tend to evolve relatively slowly. They include:  Relevance  Credibility  Accuracy  Timeliness  Coherence  Accessibility  Interpretability

Statistics Canada Statistique Canada Key Changes to DRAFT Ch. 9  Dynamic dimensions of quality are more variable, and may change with the environment. They may deteriorate without proactive effort, and therefore require continuing attention simply to maintain the status quo. Examples:  Non-response  Coverage  Sampling

Statistics Canada Statistique Canada Key Changes to DRAFT Ch. 9  Added a generic, national, quality assurance template (page 127)  Added a template for metadata – Information that should accompany statistical releases (page 133)

Statistics Canada Statistique Canada Comments or questions about DRAFT Chapter 9? Andy Kohut, Director Manufacturing and Energy Division Statistics Canada
