SERIT TA 7 Contribution for the Preparation of Horizon 2020 Mission 6 : Ensure privacy and freedom

Introduction Horizon 2020 – Any new security solution and technology needs to be acceptable to the society, – (Any new security solution needs…) to comply with Union and international law, – (Any new security solution needs…) to be effective and proportionate in identifying and addressing the security threat. Keywords – Societal issues, legal issues, ethical issues, citizens‘ perception – Privacy, international law, proportionality, human rights New Keywords – Inclusiveness, data sharing, biometrics

What we Need The areas of interest of SERIT TA 7 are: – Data protection – Human Rights Protection – Security Certification With reference to these areas, two of these (Data Protection and Human Rights Protection) are present in the proposals suggested for a consideration in the context of Horizon 2020

Lighthouse Projects (1/2) A “Lighthouse Project” (LHP) is effectively an extended scale Demonstration – New technologies can be assessed under pseudo- commercial conditions – Key stakeholders: public agencies, users, and technology and infrastructure providers Two lighthouse projects could be proposed: – Inclusive Security – Legal and Ethical Aspects of Biometric Data International Sharing

Lighthouse Projects (2/2) Inclusive Security – Introduction of the concept of “Inclusiveness-by-design” – Possible Demo on Automated Border Crossing Legal and Ethical Aspects of Biometric Data International Sharing – Exchange of information is a crucial issue in security – Biometric data are already shared among several countries Fingerprint DNA – Possible Demo on homogenizations of systems and procedures for biometric data sharing

Roadmap Inclusive Security – Short Term GAP analysis – Medium/ Long Term Creation of Technical Report and/or Standards for security related tools characterized by an ‘’Inclusiveness-by-design’’ approach Legal and Ethical Dimension of the Biometric data International Sharing – Short Term Analysis of the Legal and Ethical aspects of the Biometric data Int. Sharing with reference to the EU and extra-EU context – Medium/ Long Term Possible homogenization of systems and procedures
