5 Phase I Preparations Established ISMS Project office: oversight for consolidation/ transformation of functional programs/processes Identified experienced project manager Developed ISMS Project Plan Established clear roles and responsibilities for line managers, functional support managers, and laboratory-level SMEs Deployed laboratory-wide tools to ensure flow down of requirements into all functional programs/processes Consolidated some functional programs using the best practices from INEEL and ANL-W Project Approach was key to ISMS success

6 Phase I Preparations Achieved Phase I Verification in September 2006 Transformed key ISMS processes to align with new R&D mission: –Work Management processes R&D and Operations Maintenance Construction Subcontracted Work –Laboratory Excellence –Project Management –Quality Assurance –Engineering Conducted external review prior to declaration of readiness

7 Phase II Preparations Deployed laboratory-wide tools to ensure that laboratory-level processes were effectively implemented at all areas “War Rooms” established in each geographical area to coordinate accomplishment of project schedule Functional Support Managers teamed with Work Performance Groups, provided coaching and mentoring ISMS Tools provided to all employees 12 Training modules Safety Gear Pack ISMS Website External review by ISMS experts prior to declaration of readiness – recommendations incorporated into ISMS project schedule ISMS Ascend to Win Game

8 Phase II Preparations Management System and Cultural Transformation Challenges Delayed Phase II Phase II delayed twice – –Due to implementation issues associated with interfaces between transformed processes –Due to reviews and events that demonstrated a lack of effective implementation of work management processes. Contractor External Assist Visit HSS ES&H Review TRA-668 Fire Event (Red Phosphorous) Updated project plan with “pre-Phase II” actions Management conducted weekly interactive observations to mentor staff and reinforce expectations

10 Lessons Learned from ISMS Transition Manage ISMS Verification as a project Be cognizant of the rate of change an organization can absorb to ensure safety of your workforce is maintained Be realistic about the required run time for new processes Management commitment and communication is key to ensuring processes are embraced and implemented. Management engagement - interactive observations – is essential to achieving desired behaviors and performance External reviews (Contractor External Assist Visits) provide an objective baseline for readiness Managing ISMS in concert with transformation and mission accomplishment proved to be complex, challenging, and the right decision
