Request for Proposals: Energy Conservation Projects December 17, 2015

Background  The California Clean Energy Jobs Act (Proposition 39) changed the corporate tax code and allocated some of the projected revenue to the Clean Energy Job Creation Fund for five years, beginning in  This initiative provides up to $550 million annually to LEAs for the purpose of energy conservation projects – thus job creation  Objectives of the act are to create high-paying jobs, energy efficiency, increase economic and energy benefits, and increase accountability  Ramona is expected to receive up to $1.2 million over the course of these five years

Process or Steps in The Program  Electricity and gas usage and billing data  Benchmarking or energy rating to determine the energy use intensity of the buildings  Prioritize proposed energy projects  Sequencing of facility improvements  First, maximize energy efficiency  Next, consider clean energy projects  Finally, consider non-renewable projects  Energy project identification  Cost-effectiveness determination – Savings to Investment Ratio (SIR)  Complete and submit an energy expenditure plan  Project tracking and reporting

Process – What Does this Mean?  The California Energy Commission is the agency in charge of the application, the granting of the funds, and the review process  To be able to gain access to the dollars, LEAs were required to perform an ASHRAE II energy audit  For Ramona Unified, two entities performed audits which, when combined, became an ASHRAE II audit. These two audits were performed at no cost to the District  From these audits a list of potential projects were identified

Projects  To be eligible for the dollars, all projects for the District must meet a savings to investment ratio (SIR) of 1.05  This SIR is the present value savings to the present value costs of an energy efficiency measure  This meets one of the objectives of the program – maximizing energy efficiency  The SIR is a measure of how much savings will be generated from each project  The energy audits and the report listed various potential projects at a number of sites. Projects included HVAC replacement, lighting retrofits, and lighting control installation  The SIR of HVAC replacement projects is very low compared to lighting retro fit. HVAC replacement is.5 to.65 SIR level compared to lighting retro fits of 1.1 to 2.0 SIR ratings  Staff recommendation is to use these funds to save energy in the most efficient manor which is lighting retrofit

Request for Proposals  The next step is to get Board approval to seek proposals from qualified contractors who would assist Ramona Unified with the final design of projects and the implementation of these projects (funded by Prop 39 dollars)  The timeline is to advertise, interview, and then bring back the committee’s choice for Board approval of the contractor  The project would then go into the design phase with a summertime construction target

Conclusion  Staff is pleased that the audits are complete and that a project list has been developed. We will now seek a proposal for design of the anticipated work and then finally perform these energy-saving projects that will make RUSD more efficient and at the same time, save money  Questions?
