ABSTRACT Information Technology Infrastructure Library (ITIL) is a set of practices for IT service management (ITSM) that focuses on aligning IT services with the needs of business. Control Objectives for Information and Related Technology (COBIT) is a framework created by ISACA for information technology (IT) management and IT governance.

Chapter 1 Background In developing a company, or even a certain project, we need a certain framework that can support us in the process of development. Usually So, there is a framework called IT that help company to lowering the IT cost and improving services. ITIL is a best practice, not a requirement, which means that companies choose to implement ITIL as a means to improve the way their IT department provides IT services to the rest of the business or to customers. Flexibility and openness to interpretation can be positive, but the less strictly defined a rule is, the harder it can be to follow. ITIL is an integrated set of best- practice processes for delivering IT services to customers. The primary focus is to maximize value to customers (the business) by aligning IT resources with business needs. At it’s core is the basic idea that value is provided in the form of business- aligned IT Services. ITIL is the most widely adopted approach for IT Service Management in the world. It provides a practical, no-nonsense framework for identifying, planning, delivering and supporting IT services to the business.

Chapter 1 Scope This paper will analyze several topics in order for reader to understand ITIL vs COBIT in a proper term that consist of: 1. ITIL example of implementation: The example and features of ITIL (Information Technology Infrastructure Library) will be discussed to recognize more about it. 2. COBIT example of implementation: The example and features of COBIT will be discussed to recognize more about it and to differentiate between COBIT and ITIL.

Chapter 1 Objective and Benefits The objective of this discussion about ITIL vs COBIT is to understand each term in ITIL and COBIT and find out the big differences between this two technologies. The benefits that is derived from this article: Understand about ITIL and the implementation in organizations Learn how COBIT can be the only business framework for governance and management practice. Chapter 2 LITERATURE REVIEW Definition of ITIL ITIL (Information Technology Infrastructure Library) is a set of practices for IT service management (ITSM) that focuses on aligning IT services with the needs of business. ITIL describes processes, procedures, tasks and checklists that are not organization- specific, used by an organization for establishing integration with the organization's strategy, delivering value and maintaining a minimum level of competency. Characteristics The following list defines the key characteristics of ITIL that contribute to its global success (Journal, 2013, p. 5) : - Non-proprietary – ITIL service management practices - Non-prescriptive – ITIL offers robust, mature and time-tested practices - Best practice – ITIL service management practices - Good practice – ITIL service management practices

Literature Review Value Proportion A closer look would reveal that their ability to do this does not come from reacting to customer needs, but from predicting them through preparation. ITIL Service Management Practices The use of IT today has become the utility of business. Simply having the best technology will not ensure it provides utility-like reliability. Professional, responsive, value-driven service  management is what brings this quality of service to the business. ITIL Service Management Lifecycle A common structure across all the core guidance publications helps to easily find references between volumes and where to look for similar guidance topics within each stage of the lifecycle. COBIT COBIT is an internationally accepted set of tools organized into a framework that executives can use to ensure their IT is helping them achieve their goals and objectives.

Chapter 3 Discussion CobiT (Control Objectives for Information and Related Technology) CobiT helps bridge the gaps between business risks, control need and technical issues. CobiT is process-oriented, organizing IT activities into a generally accepted process model. It also identifies major iT resousces to be leveraged. CobiT defines the management control objectives to be considered. Based on ISACA, the one that develops CobiT, CobiT brings the following advantages to an IT governance implementation effort : Enables mapping of IT goal and vice versa. Better alignment, based on a business focus. A view of what IT does that is understandable to management. Clear ownership and responsibilities based on process orientation. General acceptability with third parties and regulators. Shared understanding amongst all stakeholders, based on a common language. Fulfillment of the COSO requirements for the IT control environment.

Discussion 2. ITIL Information Technology Infrastructure Library (ITIL) created and owned by the UK’s Office of Government Commerce. ITIL offers a framework to manage the lifecycle of the services IT provides, resulting in increased system uptime, faster problem resolution, and improved security. ITIL helps implementation standards that can be such as ISO 20000, the benchmark for IT service management. What are the benefits from ITIL ? Provides a single, definable, repeatable, and scalable documented framework for IT best practices across the organization. Clearly identifies roles and responsibilities for IT service management. Supports reducing IT costs and justifying the cost of IT quality. Defines IT in terms of services rather than systems.

Discussion 3. ITIL VS. COBIT Supports ability of IT to measure and improve internal performance and service provisioning. Supports improvement of user productivity. Improves communication and information flows between IT and organization business departments. Provides a framework for IT to support regulatory challenges. Improves ability of IT to adjust as business opportunities and challenges are presented. 3. ITIL VS. COBIT Both of them still have alignment or similarities, such as: a. Sustained executive and management support b. Transformation must be institutionalized c. Plan and drive organizational change d. Listen, understand and communicate.

Discussion ITIL is about guidelines in process requirements, besides COBIT is a references in control requirements. Both ITIL and COBIT can be applied both to meet the governance requirements.

Chapter 4 Conclusion and Suggestion In a company, with a product or service, it is very important that they have a value(s) that the company delivers to the customers. To ensuring that the customer acknowledges these value(s), companies need to have a certain method that applies. This is where ITIL and COBIT comes in; they help companies deliver values to their customers in an IT-manner. COBIT helps bridge the gaps between business risks, control need and technical issues. It also identifies major IT resources that can be leveraged. Meanwhile, ITIL offers a framework to manage the lifecycle of the services IT provides, resulting in an increase of system uptime, faster problem resolution, and improved security.

Conclusion and Suggestion Both COBIT and ITIL has several things in common; (1) sustained executive and management support, (2) transformation that must be institutionalized, (3) planning and drive organizational change, and (4) listen, understand, and communicate. Suggestion We suggest that if a company needed support from COBIT or ITIL, it is better to implement ITIL, because ITIL has a wider scope that COBIT. Not only that, within the implementation of ITIL, we also think that it is possible to implement COBIT inside it, and have both frameworks support the business process, especially in delivery value to the customer.
