Sustainability [suh-stey-nuh-bil-i-tee] noun (1)The ability to be sustained, supported, upheld, or confirmed. (2)Environmental Science. The quality of not being harmful to the environment, or depleting natural resources, thereby supporting long-term ecological balance.

Systems of Care are about… Philosophy Service delivery Financing Accountability Continuous Quality Improvement

A system of care definition A system of care is an adaptive network of structures, processes, and relationships grounded in system of care values and principles that provides children and youth with serious emotional disturbance and their families with access to and availability of necessary services and supports across administrative and funding jurisdictions. Hodges, Ferreira, Israel & Mazza 2007

What does the research tell us?

Sustainability Strategies Structures Establishing a strong family organization Creating an ongoing focal point for managing the system of care Making policy/regulatory changes for systems of care Creating an advocacy base Increasing ability to obtain Medicaid reimbursement Manteuffel & Stroul, 2005

Sustainability Strategies Processes Infusing the system-of-care approach into broader system Using evaluation results Providing training on system-of-care approach Mobilizing resources Administrative claiming Leveraging funding sources Refinancing Redeploying from higher to lower cost services Reinvesting money saved by redeploying or reducing

Sustainability Strategies Relationships Cultivating strong interagency relationships Involving stakeholders Generating political/policy-level support Coordinating categorical funds Creating partnerships with non-MH systems Decategorizing funding streams Pooling or blending funds from several agencies

Step 1…

Step 2…

Core Strategies for Expansion Implementing policy, regulatory and partnership changes Developing or expanding services and supports based on the system of care philosophy and approach Creating or improving financing strategies Providing training, technical assistance, and coaching Generating support Stroul & Friedman, 2013

So what can you do?

Policy/Regulatory/Partnership Rewrite policy & regulation to incorporate system of care values/approach Develop MOUs between child-serving systems/state agencies that memorialize agreements Adapt Medicaid State Plan and/or develop waivers Ensure meaningful family/youth involvement in all decision-making forums Create family/youth positions in state and local government

Services & Supports Implement wraparound Ensure access to family and youth support services Infuse system of care values and principles into existing services (contracts, RFPs) Focus on cultural & linguistic competence of service providers

Financing Medicaid State Plan amendments Medicaid Waivers Use of federal block grant (mental health and substance abuse treatment/prevention) State funding IV-E funding

Training/TA/Coaching Create local capacity ongoing training and coaching – Family Driven – Youth Guided – Cultural & Linguistic Competence – Wraparound

Generating Support Family and youth voice Partnerships with County and State Legislators Answering “What’s in it for me?”

“It does not matter how slowly you go as long as you do not stop.” Confucius

Have a mantra… “In my lifetime” “Go slow to go fast” “Keep on keeping on” The 10 Principles of Wraparound… 1.Never give up 2.Never give up 3.Never give up 4.Never give up 5.Never give up
