Jason J. Siwula, PE – Safety Engineer HSIP HORIZONTAL ALIGNMENT SIGNING

Horizontal Alignment Signing Initiative  Systemic Approach to installing Horizontal Alignment Signage (HAS)  Install HAS utilizing fluorescent yellow sheeting along the entire corridor where one RD Plan “enhanced” curve is located for consistency and uniformity  Target approximately 25% of the state maintained system over the five year implementation schedule

Why Horizontal Alignment Signs?  Reduction in Lane Departure crashes  2009 MUTCD Signing Changes  2009 MUTCD Compliance Date  Driver expectation  Benefit / Cost

Examples of Signage Updates Previously Existing Signing2009 MUTCD Signing Update

Many of the 2009 MUTCD Compliance Dates have been revised or eliminated, however, the compliance date for Horizontal Alignment Signing remains in place. MUTCD Compliance Date – December 31, 2019

Driver Expectations Along a Corridor

Bottom line – Many sites can be implemented with a relatively low cost for a significant benefit! *B/C Source: FHWA-HRT Benefit / Cost Ratio between

A New Approach  Contract with a consultant to supplement Traffic Engineering functions  Ball Bank Indications  Setting of advisory speeds  Approximate sign placement  Quantities for letting projects

Selected Consultants

Example Signing Layouts Non-Enhanced Curves or Turns Enhanced Curves or Turns

Current Status  Contracts with all consultants have been authorized 11/26/2012  Horizontal Alignment Signing / Ball Bank Training Class (1 st scheduled for December 18, 2012)  “Boots on the ground” starting near the first of the year

Next Steps  Review initial corridor submissions from each consultant  Meet with the Districts to discuss implementation through the Construction Procurement process (inspection, quality control, etc.)  Let construction contract(s) for several corridors to ensure the quality of the end product  Adjust the process as necessary for implementation and complete Phase 1 and Phase 2.
